





Job Summary
Responsible for providing leadership and professional expertise or services through leveraging the knowledge and skills of others. Manages the administrative and operational objectives for the Central Staffing Resource Department manages people, processes, and projects to implement the overall strategies and/or achieve the goals of the Nursing Services Department and Michigan Medicine.
The scope of the Nursing Services Director for Central Staffing Resources can range from managing daily operations of a small unit, to recommending strategic direction, and providing leadership in operational changes for large departments, to contributing to the overall strategy, direction, and vision for several functional areas.
Basic Function and Responsibility:
- Provides professional nursing leadership and administrative direction, with and through house managers, and administrative managers, for overall department functions and supplemental staffing in Adult and Children's and Women's segments.
- Provides 24/7 leadership to a large, diverse staffing pool, including nurses, nursing assistants, patient care techs, medical assistants, patient attendants, and clerks, in the practice and delivery of patient care, in various patient settings.
- Develop wage proposals for temporary nursing staff, designed to foster recruitment and retention.
- Oversee role of House Managers, supporting timely response to patient/family and staff concerns.
- Support the mission and goals of the Health System.
- Ensure that processes meet or exceed regulatory and professional standards.
- Supervises the quality of nursing and clinical assistive staff services provided to patients in Adult and Children's and Women's segments.
- Maximizes patient and staff satisfaction within human systems and material resources.
Organizational Relationships
Supervision Received:
- Administratively accountable to the Chief Nursing Officers (CNO) for the Adult Hospitals and Children's and Women's Hospitals.
- Works collaboratively with nursing leaders and administrative managers.
Supervision Exercised:
- Responsible for the management and nursing leadership functions of nursing services for direct care staff and unit clerks, for Central Staffing Resources.
- Responsible for clinical competence for regular and temporary employees and the professional practice of all levels of Registered Nurses.
- Collaborates with administrators and operations managers in the administrative and functional supervision of nursing and clinical assistive and clerical staff.

- Direct the recruitment, interviewing and selection of all levels of nurses, clinical assistive personnel, and clerks.
- Works collaboratively with leadership teams in the hiring process.
- Oversee and is accountable for staffing and scheduling of nursing clinical assistive staff and clerks.
- Collaborate with unit managers in determining adequate complements of supplemental staff, scope of staff roles and appropriate workload.
- Manage or facilitates relief staffing for the Adult and Children's & Women's units.
- Overseas and provides supervision, counsel, discipline, and performance evaluation of house managers, administrative managers, nursing and clinical assistive staff, and clerks, with feedback from nursing leaders and operations managers.
- Oversee the professional development of nurses and the development and training in clinical skills of all nursing and clinical assistive staff.
- Provide leadership for the development, implementation, and evaluation of standards of nursing practice and for interdisciplinary clinical guidelines, using best evidence.
- In collaboration with other members of the leadership team, identify and plan for staffing consistent with the needs of the patient population and budgetary requirements, and appropriate to the scopes of a variety of roles.
- Works collaboratively with administrative and house managers, to identify and resolve unit operational problems and process improvements.
- Provides leadership and assists house managers in satisfying other regulatory standards.
- Represents nursing services in inter-unit planning and problem-solving regarding patient care.
- Plans, coordinates, and evaluates LEAN initiatives and other quality improvement activities.
- Interprets and implements Hospital and University policies and procedures.
- Evaluates and manages clinical equipment and recommend necessary expenditures.
- Assures compliance with regulatory, legal, patient care and safety programs.
Program & Clinical Management
Provide leadership for the effective management of change and transition within Nursing and the institution.
- Utilize an evidence-based, data-driven approach to facilitate innovation and creativity in the development of new initiatives that support ongoing performance improvement and organizational change.
- Actively mentor and coach direct reports in the execution of hospital, health system and departmental policies, objectives and operating procedures and all aspects of leadership.
- Develop and implement nursing administrative policies to carry out the objectives of the assigned areas.
- Actively engage and support team building and effective teamwork within departmental and institutional teams.
- Resolve clinical and operational problems of assigned areas consulting with hospital administrators, service chiefs and patient care staff utilizing an interest-based problem-solving approach.
- Actively participate in strategic planning, policy formulation, problem solving and management of Nursing Services, as well as the hospitals and health centers, as assigned.
- Maintain accountability for compliance with professional nursing standards, regulatory agency standards and federal and state regulations regarding patient care.
- Represent Nursing Services on committees and other activities ensuring collaboration and liaison with appropriate Hospital-wide groups.
- Represent hospital administration to members of the community in the promotion of good public relations.
- Function as preceptor/mentor for graduate nursing students.

Financial Management
- Determine the need for, and oversee allocation of, human, space, fiscal and material resources for clinical/programmatic areas administered.
- Work with associated teams to determine and implement improvements in hospital facilities, including construction or renovation of structures and purchase of major equipment.
- Develop, monitor, approve, and implement operating budgets of clinical/programmatic areas administrated, as well as major capital expenditures.
- Develop, implement, and evaluate cost-effective initiatives related to nursing service operations and patient care services both within the assigned area of responsibility and in collaboration with other areas and departments.
- Maintain accountability for budget management within designated administrative areas. Analyze budget variances and initiate corrective action plans to resolve variances.
Personnel Management
- Maintain accountabilities for all aspects of personnel management which include Recruitment and selection, counseling, disciplinary processes and mentoring of House Mangers & Administrative Managers and other personnel as assigned.
- Maintain accountability for compliance with bargaining unit and institutional agreements with employees.
- Utilize an interest-based process for problem solving and resolving issues with employees.
Performance Improvement
- Oversee the establishment of, monitor and implement nursing and patient care standards across all areas of responsibility.
- Effectively meet goals and performance objectives for Nursing Services as established, annually.
- Oversee collaborative activities with patient care support services to ensure delivery of a level of service consistent with quality patient care and cost-effectiveness outcomes.
Professional Development
- Actively participate in the performance planning, competency, and individual development planning process.
- Attend relevant competency training, staff development in-services and conferences to maintain and improve knowledge base, competency, and skills.

Required Qualifications*
- Current licensure to practice as a Registered Nurse in Michigan.
- Required Educational Requirement:
- Master's degree in Nursing or Health Care Administration, Public Health, Business or related field (a Juris Doctor degree may be considered)
- If Master's degree is not in Nursing, a Bachelor's degree in Nursing is required
- Four (4) or more years of progressively responsible nursing experience overseeing work processes.
- Three (3) or more years of demonstrated competence and leadership in a nursing management role are necessary.
- Nurse Leadership certification or completion of a nursing leadership certification within one (1) year of accepting this position or when eligible to certify, whichever comes first. Certification is expected to be maintained while in this leadership role. Examples include Certified Nurse Manager and Leader (CNML) or, Nurse Executive (NE-BC). - Proficiency with the system applications used in University of Michigan Health (UMH) Michigan Medicine, such as MI Chart, OneStaff, and Wolverine Access.
- Experience in LEAN techniques, operations improvement, marketing, and/or strategic planning.
- Knowledge of UMH policies and procedures.
