Job Description:

Business Analyst – Medicaid Enterprise System (MES) Modernization

We are seeking an experienced Business Analyst to support a multi-year Medicaid Enterprise System (MES) Modernization initiative. This effort aims to replace aging Medicaid Management Information Systems (MMIS) and related applications with modern, modular, and scalable solutions that enhance flexibility and reduce the time and cost of responding to federal and state requirements.

This role will be part of the Delivery of Automated Systems for Healthcare (DASH) Program, which oversees the project management of the MES Modernization.

Key Responsibilities:
  • Serve as a liaison between business stakeholders and IT teams to deliver technical solutions aligned with user needs.
  • Analyze business operations to identify strengths, weaknesses, and opportunities for automation.
  • Support business process redesign and documentation for new technologies.
  • Translate business requirements into functional specifications and manage changes throughout the project lifecycle.
  • Educate IT teams on business direction and priorities.
  • Facilitate communication and agreements between business units and IT from requirements gathering through implementation.
  • Stay informed on technological trends to recommend innovative solutions that enhance enterprise capabilities.
General Duties:
  • Conduct business process analysis and performance assessments.
  • Mentor team members in delivering high-quality business solutions.
  • Build strong client relationships and proactively address needs.
  • Lead business design sessions and advocate for business integration.
  • Drive efficient data configuration within MES modules.
  • Ensure alignment of project deliverables with operational principles.
  • Coordinate priorities and resources across multiple projects.
  • Provide regular updates on project status and issues.
  • Lead cross-functional meetings and resolve issues effectively.
  • Recommend appropriate resources to meet project timelines and budgets.
  • Develop and maintain key performance indicators to track progress.
Required Skills and Experience:
  • 7+ years of experience in commercial healthcare
  • 3+ years of experience in State Medicaid payer system integration and delivery
  • Strong understanding of cross-functional project dynamics
  • Familiarity with Medicaid Information Technology Architecture (MITA) principles
  • Knowledge of standard data structures, EDI processes, and file formats
  • Demonstrated innovation in business processes and technology
  • Excellent communication skills across all organizational levels
  • Ability to work effectively in a diverse, professional environment
  • Exceptional attention to detail
