



POSITION SUMMARY:
The Manager, Safety, Security, and Environmental (SSE), is the next level of progression in responsibility within the SSE department, with a focus on building a culture of safety and security within the terminal. The Manager, SSE, will be responsible for conducting daily safety and security inspections, documenting findings, recommending improvements to maintain regulatory compliance, improving safety practices, and mitigating overall safety risk within LBCT LLC. This role will lead, participate in, contribute to, and implement department initiatives and best practices for all management and union personnel. This position oversees vendor and contractor relationships to ensure compliance with all safety, security, and environmental protocols.
ESSENTIAL DUTIES AND RESPONSIBILITIES
General
- Oversee and maintain a clean and safe working environment.
- Collaborate with SSE leadership in the development and implementation of training and compliance programs, procedures, and best practices for all employees (including union personnel) on company-specific, industry-related, and regulatory safety, security, and environmental requirements.
- Conduct daily terminal safety and security inspections and observations.
- Evaluate all safety, security, and environmental observations, document findings, and ensure corrective actions are taken to ensure compliance.
- Prepare for and conduct inspections with federal, state, and local agencies including after action corrections and reporting.
- Investigate and defend potential citations and fines issued by regulatory agencies.
- Oversee the facilitation of safety, security, and environmental vendors and contractors for routine and ad hoc visits and projects.
- Handle the negotiation of service and maintenance contracts and agreements with safety, security, and environmental vendors.
- Collaborate with operational departments to ensure on-site vendor and contractor projects/activities follow safety procedures, while exploring improvements to safety.
Safety
- Collaborate and lead the development, implementation, and review of compliance programs including the Emergency Response Plan (ERP), Rail Safety Plan, Heat Illness Prevention Plan (HIPP), Respiratory Protection Program, Injury and Illness Prevention Program (IIPP), Fire Department plans, as well as other safety plans and procedures.
- Manage web-based safety programs; Safety Management System, Certified Unified Program Agencies (CUPA), Jira ticket system, Learning Management System, Personal Protective Equipment portals, and other safety systems.
- Facilitate and lead Root Cause Analysis meetings, generate reports, and deliver briefs for injuries and incidents to all levels of management.
- Engage with various industry committees including the Area Accident Prevention Committee (AAPC) and the Joint Accident Prevention Committee (JAPC) to analyze and understand industry-wide injury claims, safety and regulatory compliance issues, and opportunities for improvement.
- Produce reports, summaries, and analyses of various terminal activities for regulatory compliance purposes (i.e. OSHA, LBFD, USCG, EPA, etc.).
- Coordinate, lead, draft agendas, and document action items for safety committee meetings.
- Maintain a thorough understanding of terminal automated systems functionality and capabilities in order to analyze, audit, and enforce processes, procedures, and protocols for personnel interface with automation.
- Develop and conduct safety training programs for automation interface, high voltage safety, and lock-out/tag-out programs.
Security
- Develop, amend, and review the company's Facility Security Plan (FSP).
- Attend training and become fully qualified as a Facility Security Officer (FSO) in order to successfully execute FSO duties, including conducting security drills and exercises.
- Conduct the Manager Safety and Security Orientation Training for all new hire management.
- Participate and lead meetings with local and federal cyber-security communities and monitor future requirements to ensure compliance.
- Attend Area Maritime Security Committee and associated subcommittee meetings and provide reports to the company.
- Develop and implement security directives, processes, and procedures.
- Supervise the Local 26 security watchmen staff, along with handling labor matters, collecting, analyzing, and producing summaries to forecast and justify manning requirements, and attending Local 26 security watchmen meetings, labor relation committee meetings, and contract negotiations.
- Acts as an administrator and ensures integrity of company access groups and key control systems through managing, maintaining, and upgrading security system projects, radios, surveillance, and access control systems.
- Manage and monitor Port Security Grant Program projects as well as present justifications for future grant awards.
Environmental
- Assist with the compliance, production of summaries, and analysis of various terminal activities to maintain regulatory compliance (OSHA, USCG, POLB, EPA, CARB, etc.).
- Conduct mandatory monthly inspections and report findings of underground and above ground storage tanks evaluations.
- Develop and execute procedures for environmental response including oil and hazardous material spill management.
- Manage environmental vendors and contractors for routine activities and cleanup/removal projects.
- Monitor environmental regulations that may impact our industry/business and interface with agencies and organizations.
- Maintain company compliance with USCG Certificate of Adequacy (COA) for Reception Facilities for oil, garbage, and ozone depleting substances and exhaust gas cleaning system residues.
- Assist with achieving goals set forth in the company's Net Zero Plan, as needed.
- Assist and collaborate with stakeholders on sustainability benchmark initiatives.
Claims Administration
- Understand all relevant issues relating to auto, general liability, property insurance as well as state and federal worker's compensation benefit claims.
- Learn and be familiar with company stevedoring and terminal service agreements, leases and their corresponding obligations, liabilities and limitations.
- Develop and conduct training for injury and incident investigation, and reporting procedures.
- Conduct injury and incident investigations.
- Manage and provide oversight for all general liability and workers' compensation claims.
- Protect the company's liability and communicate effectively with stakeholders including insurance companies, adjusters, surveyors, witnesses, involved parties, and attorneys.

- Have thorough understanding of safety rules and regulations including California OSHA (Title 8), Federal OSHA 29 CFR 1917 and 1918, Pacific Coast Marine Safety Code (PCMSC), U.S. Coast Guard regulations, Federal Railroad Association regulations, and Port of Long Beach (POLB) requirements.
- Have thorough understanding with security rules and regulations including Customs and Trade Partnership Against Terrorism (C-TPAT), Maritime Transport Security Act (MTSA) regulations 33 CFR 101-107 and 126, Transportation Security Administration (TSA) Transportation Worker's Identification Credential (TWIC) program, and the Port of Long Beach requirements.
- Possess proficient understanding and knowledge of environmental rules and regulations including California Air Resource Board (CARB), Environmental Protection Agency (EPA) and Port of Long Beach requirements.
EDUCATION AND/OR EXPERIENCE
- BA/BS degree in Safety Management, Occupational Health and Safety, Business Management, Marine Administration, Transportation, or equivalent experience working in management.
- A minimum of four (4) years of experience in regulatory compliance and safety.
- ASP, CSP, or Trainer in Occupational Safety and Health Standards for the Maritime Industry preferred.
PHYSICAL REQUIREMENTS
- Agility needed to safely climb aboard vessels, trains, and equipment.
- The ability to climb up and down a ladder on a vessel and/or stairs on a crane multiple times in a shift on occasions.
- Operate vehicles for facility projects and inspections.
- Walk and stand for extended periods of time.
- May be required to lift heavy objects.
- May be required to respond to accidents or incidents at any time of the day or night.
- May be required to travel to a variety of locations worldwide. Must be in physical shape to withstand the rigors of travel.

WORKING ENVIRONMENT:
The work is performed both inside and outside at LBCT sites, various marine terminal locations, in temporary offices, and classrooms.
Position is based in Long Beach, CA. Work assignments may require travel to other marine terminal sites or travel to other offices.
