Job Summary
The Senior Recruiter collaborates with MBTA managers on a regular basis to proactively identify future hiring needs. Lead efforts to be able to attract candidates using various sources. This position will ensure our organization attracts, hires, and retains the best employees, while growing a strong talent pipeline. You will proactively manage the recruitment processes, consistently making suggestions for improvement and ensuring processes are consistent and efficient.
Duties & Responsibilities
- Establishes recruiting requirements by understanding the goals and objectives of the department; meeting with managers to discuss needs.
- Handle large volume of phone calls to potential candidates.
- Onboard large volume of hires with sense of urgency to meet demands of operation.
- Build networks to develop a pipeline of qualified passive candidates. Evaluates applicants by discussing job requirements and applicant qualifications with managers; interviewing applicants on a consistent set of qualifications.
- Assist in developing and updating job descriptions.
- Conduct full cycle recruitment for all requisitions assigned.
- Assist with programmed hiring as needed.
- Source and recruit candidates through college boards, professional organizations, social media, etc.
- Screen candidate job applications and resumes.
- Coordinate and conduct interviews.
- Administer pre-employment and promotional tests as needed.
- Perform reference and background checks.
- Provide reporting on status of all assigned requisitions, time-to-fill, and overall processing of requisitions.
- Foster relationships both internally and externally to ensure staffing goals are reached.
- Respond to every inquiry, in a courteous and professional manner.
- Represent the Authority at Career Fairs as needed.
- Adhere to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
- Do additional outreach as needed to ensure a diverse candidate pool.
- Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
- Bachelor's degree from an accredited institution.
- Four (4) year of experience in recruitment, human resources generalist, or related field.
- Working knowledge of state and federal employment laws and Human Resources best practices.
- Experience utilizing Applicant Tracking Systems.
- Strong work experience developing relationships and partnering with teams.
- Effective organizational, analytical, confidentiality, quantitative, multi-tasking, and time management skills.
- Excellent communication and interpersonal skills.
- Strong decision-making skills.
- The ability to use Word, Excel, PowerPoint, and PeopleSoft.
- The ability to handle sensitive and confidential information in an appropriate manner.
- Have excellent interpersonal, customer service and presentation skills.
- The ability to provide internal and external customers with a courteous and professional experience.
- The ability to travel to locations outside of office to meet with hiring managers, conduct interviews, etc.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor's degree requirement.
- An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement.
- A Master's degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
- Bachelor's degree in the Human Resources, Business, or related field.
- Recruiting experience for an in-house HR department or staffing firm.
- Additional years of experience in recruitment, HR generalist, or related field.
- Experience in recruitment for all levels of roles, from entry-level to C-Suite.
Job Conditions:
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
- Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
- Ability to provide internal and external customers with courteous and professional experiences.
- Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
- Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

- Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
- Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
