ABOUT THE POSITION

There are two (2) Full Time Regular Hire vacancies, one (1) in the Engineering Division and one (1) in the Land Development Division.

Under direction of a Senior Civil Engineer, the Civil Engineer helps define, design and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. This position exercises substantial initiative, judgment, and expertise to meet program and project needs. The Civil Engineer may be responsible for designing projects, reviewing project plans and specifications prepared by consultants, or reviewing development applications. The Civil Engineer helps in selecting consultants, preparing contract documents, and administering contracts during construction. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work to ensure that work is performed efficiently and effectively for the public good. 

Engineering Division 

Projects may include such things as: bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices and others. This Division currently has a staff of 16 engineers, surveyors, and administrative staff. 

Land Development Division 

Projects include a full range of private development from improvements to single family homes and small businesses to new subdivisions with extensive new infrastructure. This position issues and oversees permits such as grading, creek and quarry permits, supports the Road Commissioner role by issuing encroachment permits, transportation permits, and film permits, ensures private development project comply with stormwater regulations, floodplain management requirements, and use of the public rights-of-way, interacts with the public at the Counter and in meetings, and coordinates with the Community Development Agency to develop conditions of approval for development projects. This Division currently has a staff of 11 engineers and inspectors.

Signing bonus:

In addition to a competitive compensations package, new, full-time, regular hire Civil Engineers are eligible to receive a $10,000.00 signing bonus, which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

Differential:

California-licensed Professional Civil Engineer are eligible for an additional 2% differential above base salary.

Hybrid schedule:

The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.


ABOUT YOU

Our Highly Qualified Candidates: 

Our ideal candidates have a high degree of integrity along with the technical knowledge and experience to confidently work in a team of engineers, support staff, and consultants. You should be able to efficiently and effectively conduct engineering analysis, prepare plans and other bid documents, read and interpret government codes, provide support to projects under construction, and work with and direct the activities of consultants. You can communicate with the public, elected officials and government staff, both verbally and in writing, in multiple formats including face-to-face, virtual meetings and formal public forums. Being well versed in a range of different types of projects and programs, which may include pavement management, road widening and reconstruction, stormwater management, floodplain management, drainage, grading, landslide repair, retaining structures, construction management, facilities, and others, is desirable, but expertise in all areas is not required. Working closely with staff from other jurisdictions, divisions, departments, regulatory agencies and the public will determine your success in this role. 

Our highly qualified candidates have:

- Knowledge ofprinciples and practices of pavement management and maintenance; principles and practices of traffic engineering is desirable; understanding of drainage and stormwater management; education and formal training in civil engineering and related fields including certifications in specific disciplines; experience in local government or working with local governments on particular projects; general knowledge of construction principles and practices; California Environmental Quality Act (CEQA); discretionary vs. ministerial permitting processes, including application of conditions of approval and codes; AutoCAD is desirable.

- Skill in preparing and reviewing project scopes, bid documents, and budgets; hydrologic and hydraulic modeling and hydrologic data review; conducting complex engineering analysis; managing staff and/or consultants and contractors; writing complex technical documents and documents for the general public; interpreting and applying federal, state and local codes; interfacing with the public.

- Ability to manage project budgets; innovate new solutions to engineering problems or ways to improve program administration; resolve conflicts professionally. 

QUALIFICATIONS
Knowledge of:
  • Principles, practices and techniques of civil engineering to lead projects from inception to completion.
  • Principles, practices, methods, material and equipment used in surveying of streets, roads, boundaries (including water boundaries), flood control structures, and other public works projects, including mathematics and computations used in each.
  • For the Land Surveyor assignment, principles, practices, methodology and equipment pertaining to land surveying.
  • For the Land Surveyor assignment, current legal requirements of land survey work, including the State Subdivision Map Act, State Land Surveyors Act, local ordinances and regulations.
  • Uses and operation methods of various types of construction equipment.
  • Statistics and advanced mathematics including algebra and analytic geometry; civil engineering drafting software.
  • Correct methods of using engineering equipment including computers, computer programs in the engineering field, calculators, drafting and surveying instruments.
  • One position may require comprehensive knowledge of Transportation Engineering principles as they apply to County road facilities.
Ability to:
  • Organize work, establish priorities and set goals and objectives.
  • Apply principles of logic and scientific reasoning to analyze, develop and evaluate alternative courses of action to determine appropriate solutions.
  • Read, understand and interpret complex technical and legal documents, math, technical drawings and plans, and other engineering material related to hydraulics, soil mechanics, surveying and related disciplines.
  • Stake construction sites; coordinate survey functions with constructions operations.
  • Retain and recall factual, technical data and legal provisions.
  • Provide formal supervision or lead direction to staff.
  • Effectively communicate verbally and in writing sufficient to convey technical information and give instructions.
  • Depending on assignment, conduct contract negotiations in a persuasive manner.
  • Write reports, correspondence, and records clearly, concisely and with technical accuracy.
  • Adjust to workload changes and work under stress to meet deadlines.
  • Maintain effective working relationships with all levels of representatives from governmental and private agencies, construction and consultant contractors, coworkers and the general public.
MINIMUM QUALIFICATIONS 
Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers and three years of increasingly responsible engineering experience.
