SUMMARY DESCRIPTION:

The Marine Personnel Manager oversees the recruitment, training, deployment, and performance evaluation of personnel working on marine vessels. Ensures compliance with maritime regulations and company policies, manages crew schedules, resolves personnel issues, and maintains records of certifications and training. Collaborates with other departments to ensure efficient crew management and safe operations at sea.

RESPONSIBILITIES:

  • Comply with AML's Integrated Management System (IMS) and all relevant rules and regulations.
  • Manage day-to-day operations relating to vessel manning with direct supervision of the company crewing specialists.
  • Develop, manage, and implement crewing department policies and procedures.
  • Manage required documentation and regulatory requirement compliance of the seagoing staff.
  • Maintain manning levels to meet operational requirements in compliance with Safe Manning Requirements, Collective
  • Bargaining Agreements, licensing, and other necessary qualifications.
  • Manage travel for best costs and arrangements for all assigned relief and departing crew.
  • Review and verify seafarer qualifications and ensure copies are kept in the personnel file.
  • Ensure departmental support to handle crewing issues outside regular working hours.
  • Maintain effective working relationships both internally and externally.
  • Identify and recommend solutions for current and anticipated short-term workforce problems.
  • Act as a point of contact for all crewing-related matters.
  • Manage rotation planning for top four/senior management team (SMT) officers as Fleet
  • Superintendents and Crewing Specialists proposed.
  • Serve as the Designated Employee Representative (DER) under the Company's Drug and Alcohol Policy program.
  • Ensure the Director of Labor Relations is updated and fully informed of all exceptional cases.
  • Submit exemption request to the Director of Labor Relations in case of procedure deviation.
  • Manage the company's online Computer Based Training platform and Evaluation processes as per IMS procedures.
  • Any other duties assigned by the Director of Labor Relations.
  • Ensure a long-term crew relief plan (including Top Four) is in place.
  • Review proposed seafarers and, before approving them in the system, verify their compliance with
  • mandatory requirements, including the crew documentation and training required for a specific rank.
  • Manage the vessel crew planning.
  • Ensure the Ship's Crew Management System is updated with crew data inputted as required.
  • Propose a replacement of SMT to be reviewed by vessel Superintendents and Fleet Director.
  • Ensure all Crew logistics, including repatriation, are done correctly and cost-effectively.
  • Ensure Fleet Superintendents and AML senior management are kept updated and fully informed of all exceptional
  • cases.
  • Manage projects and activities as assigned or designated; and
  • Manage Crewing team (up to 5 employees).

QUALIFICATIONS:

  • Fluent in English.
  • Bachelor's degree and 5 to 10 years of documented success in the Maritime industry, preferably for a US Flag
  • Operations, required.
  • Two to five years prior work experience directly related to crewing of ships or vessel operations.
  • Experience as a shipboard officer.
  • Experience in a union environment is required.
  • Working knowledge of Coast Guard regulations, collective bargaining agreements, and vessel operations required.
  • Strong computer skills and working knowledge of Microsoft Office products required.
