THE POSITION
The Human Resources and Risk Management Analyst will perform a variety of tasks related to the administration, analysis, and coordination of the City’s Human Resources and Risk Management programs. Responsibilities include but are not limited to: administering the City’s recruitment process; attending job fairs; conducting new employee orientations and onboarding; preparing Personnel Action Forms (PAF); assisting employees with benefit enrollment and changes; coordinating the annual Open Enrollment process; planning employee engagement activities; providing support with labor negotiations; coordinating the City’s DOT drug testing and OSHA hearing testing programs; and serving as a liaison with Payroll staff, other City departments, employees, and the public regarding various Human Resources and Risk Management related inquiries. Additionally, the incumbent will maintain the City’s employee performance evaluation program, coordinate employee training and maintain related records to ensure compliance with mandated training required by Federal, State, and local laws. This position will also assist with researching, preparing and implementing citywide Human Resources and Risk Management policies and procedures; work with other departments and the City’s insurance provider to analyze risk exposure and provide recommendations for mitigating risks; administer the City’s contract execution process; and help to manage the City’s Workers’ Compensation and General Liability programs. In addition, the incumbent will successfully perform complex research, analysis and prepare reports in support of special projects, budget preparation/oversight and other standard departmental operations.
THE IDEAL CANDIDATE
The ideal candidate will understand the principles and practices of public sector recruitment and selection, benefits administration, classification/compensation, employee relations and training; be familiar with State of California and Federal employment regulations and/or agencies including FMLA/CFRA, MMBA, PERB, FEHA, ADA, Title VII, Workers’ Compensation regulations, Cal/OSHA, and FMCSA. In addition, a successful candidate will have relevant experience with Risk Management programs, policies, and practices; Human Resources information management software, and know effective methods for personnel record keeping and related legal requirements for retention and maintaining confidentiality. The chosen candidate should have the ability to perform complex support and technical work related to employee benefits, recruitment, performance evaluations, personnel forms, record keeping and claims processing; in addition to interpreting and applying the City’s Memorandum of Understanding (MOU), benefit documents, personnel policies and labor laws with good judgement while multitasking with other Human Resources and Risk Management duties.
Salary/Compensation: $91,208 - $110,864 per year
