Job Description

PURPOSE SUMMARY. Under general direction of the Flood Commission Engineer Supervisor, is responsible for the administration and supervision of assigned staff. Plans, organizes, coordinates, manages, and supervises design, engineering studies in support of Flood Commission projects; oversees NFIP activities oversees compliance review activities and performs other administrative tasks in support of the department.

ESSENTIAL DUTIES.

1. Prepares and oversees Flood Commission projects.

  • Plans and designs flood control projects.

  • Reviews design work created by staff.

  • Oversees or prepares bid documents, technical specifications, reports, or studies.

  • Oversees property, right-of-way, and easement acquisition.

  • Coordinates and conducts inspections to ensure compliance with standards.

  • Manages and oversees construction projects; including RFP's, procurement, pre-bid, pre-construction, change orders, pay requests and closeout.

  • Provides assistance in the field by performing inspections for quality control and surveying data collection activates and related special projects as assigned.

2. Conducts flood planning.

  • Seeks funding, including preparing funding applications.

  • Coordinates projects with local, state, and federal agencies.

  • Represents the Flood Commission in meetings regarding flooding, flood control and long-range flood plans.

  • Oversees the development of and adherence to long range flood control plans.

3. Supervises the Flood Commission's participation in the Community Rating System (CRS) through FEMA. 

  • Coordinates and assists in preparing forms, documents, and reports necessary for the NFIP.

  • Supervises the administration of CRS activities, reporting and requirements.

  • Supervises the issuance of elevation certificates, base flood elevation determinations and floodplain determinations.

4. Supervises compliance review section.

  • Oversees review for approval building plans and plats for all permitted projects and submittals.

  • Oversees review for approval subdivision, grading  and  drainage  plans  and  rock  wall permits.

  • Oversees review special use permits, zone changes, variances, and waiver requests.

  • Attends meetings as necessary to assist staff and public with compliance reviews.

5. Supervises assigned staff in Flood Commission including Engineer, Engineer Associate, Engineer Technician, and others as assigned.

  • Coordinates, prioritizes, and schedules work.

  • Participates in interviews and the selection process.

  • Supervises, mentors and trains staff.

  • Ensures that procedures and guidelines are followed within the department.

6. Office Administration

  • Assists with budget development, administration, and tracking.

  • Assists with office planning and direction.

  • Represents the Flood Commission in meetings and to the public as necessary.

ADDITIONAL DUTIES.  Other duties may be assigned.

QUALIFICATIONS.

A.  Education.   Bachelor’s degree in Civil Engineering, Engineering Technology, Hydrology, or related engineering field from an accredited four-year college or university.

B.   Experience.   Minimum of four (4) years  experience in engineering and/or surveying work. Prior experience with computers including surveying software, GIS, ArcView, and AutoCAD Civil 3D, is preferred. 1D-2D Modeling Experience in HEC-RAS, HEC-HMS, Flo-2D, SMS, Culvert Master, and/or Geo-HecRas is also preferred. Supervisory experience preferred.

C.  Education/Experience substitution.  In Accordance with County Policy.

D.  Licenses/Certifications. Must be certified as a PE with the NM State Board of Registration for Professional Engineers and Surveyors.   Must have or obtain certification as a Certified Floodplain Manager (CFM) with the Associated State of Floodplain Managers (ASFPM) AND/OR New Mexico Floodplain Management Association (NMFMA) within two (2) years of employment.

E.  Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.).  Valid unrestricted Driver's License required and must pass a background check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION: Knowledge of principles and practices of civil engineering and surveying; state and local standards for construction and design, zoning, and land use regulations; various software programs including AutoCAD or related programs; proper methods to maintain accurate records; computer operation, the applicable software and general office equipment.

Skills in computer and GIS operations, gathering plotting and researching applicable information; organizing and prioritizing numerous tasks; analyzing problems and making recommendations.

Ability to use initiative and judgment, work independently, establish, and maintain effective and cooperative working relationships; and recognize matters to refer to a supervisor.

Compensation Range: $61,209.66 - $101,236.70
