Job Summary

The Manager of Civil Engineering is responsible for establishing civil (track, roadway, site, drainage, etc.) standards, civil quality management, strategic civil and track planning, and development of capital improvement projects repairing and rehabilitating MBTA civil and track infrastructure system wide. They will coordinate with other departments and outside agencies as needed to perform comprehensive design reviews and quality management functions as directed; and provide highly complex engineering support to the Chief Engineer's Office, Maintenance Departments, and Capital Delivery

Duties & Responsibilities

  • Liaise with the Engineering and Maintenance, Transit Facility Maintenance, and Maintenance of Way Departments, as well as the Commuter Rail Operations Department to assist in performing:
    • Coordinating asset end-of-life with capital renewals.
    • Developing scopes of work and preliminary design for transition to the Capital Delivery, Design, and Construction Department.
    • Developing civil facility standards, roadway standards, and track standards system-wide to ensure consistency across all disciplines with the MBTA.
    • Performing engineering and design reviews of work performed by consultants, contractors, and MBTA engineering staff.
  • Liaise with the Capital Delivery, Design and Construction department to assist in performing:
    • Civil, roadway, track, and associated infrastructure design review Quality
    • Management functions of civil, roadway, and track construction.
    • Develop capital project scopes of work and preliminary design.
    • Assist with engineering support as directed.
  • Review, revise, update, and develop civil infrastructure standards, including but not limited to roadway infrastructure, drainage, light rail track, heavy rail track, commuter rail track, and site design.
  • Provide technical assistance to MBTA Departments as required and directed.
  • Develop engineering designs at various levels of completion ranging from preliminary or conceptual to final, specifications and standards for modifications to MBTA infrastructure.
  • Coordinate the planning, scheduling, and implementation of all testing performed to improve the reliability of system components.
  • Utilize established methods and procedures to ensure infrastructure designs are in conformance with MBTA requirements and standards.
  • Advise the Chief Engineer's Office of capital investment priorities from a civil and track asset condition perspective.
  • Develop budgets for proposed projects, evaluate various impacts of proposed projects to determine feasibility, provide recommendations to executive management and department managers, and participate on technical committees and panels.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed.
  • Respond to each inquiry courteously and professionally consistent with the Authority's customer service quality standard.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • A Bachelor's Degree in civil engineering, or a related field from an accredited institution.
  • Five (5) years of experience performing professional civil engineering work in design, estimating, construction, and contract administration.
  • One (1) year of supervisory experience.
  • Experience with any combination of track engineering, drainage engineering, roadway engineering, site engineering, and construction.
  • Working knowledge of CAD, Word, Excel, mainframe, or database applications. Proficient with the use of PowerPoint and Graphic applications.
  • Effectively communicate with customers, employees, vendors, contractors, designers, public legislators, and state and federal agencies.
  • Excellent customer service, conflict resolution, negotiation, and communication (speaking, and writing) skills.
  • Effective organizational, analytical, confidentiality, quantitative, multi-tasking, and time management skills.
  • Possession of a valid driver's license without infractions per MBTA policy.
  • Able to work any shifts and/or locations assigned or directed.
  • Able to supervise and work effectively with a diverse workforce.

Preferred Experience and Required Skills

  • A Master's Degree in civil or structural engineering, facilities management, business administration, or a related field from an accredited college.
  • A Massachusetts Professional Engineering (PE) license (or the ability to become registered in Massachusetts within 6months).
  • Experience with transit system construction.
  • Experience managing Projects with MS Project 2013 or Primavera P3; resource loading within such construction schedules.

  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.

  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
