Family Services Specialist I - Child Protective Services
The City of Chesapeake's Department of Human Services is seeking a dedicated and experienced Child Protective Services (CPS) Family Services Specialist. Under the direction of a Family Services Supervisor, this position is responsible for performing comprehensive case management duties related to CPS assessments and investigations.
In this vital role, the specialist will investigate referrals involving allegations of child abuse and/or neglect, assess safety and risk using structured decision-making tools, and conduct interviews and home observations. The role also includes preparing court documentation and testifying in a variety of hearings concerning child welfare and safety.
Key responsibilities include making sound decisions regarding child safety, which may involve the removal of children from their homes and the placement of children with relatives or in foster care. The specialist will also work closely with law enforcement, mental health professionals, and emergency medical personnel as part of a multidisciplinary approach to investigations and assessments. A demanding caseload of family assessments and investigations should be expected.
Candidates should demonstrate a strong commitment to professional conduct and align with the principles outlined in the Virginia Children's Services Practice Model. Additional responsibilities include tasks related to CPS intake procedures.
Successful applicants must thrive in a fast-paced environment, pay close attention to detail, and be flexible with work hours. This position requires availability after normal business hours, as needed.

- Conducting interviews and investigations; assessing client and family needs; developing and implementing service plans.
- Screening and managing interstate referrals; reviewing and preparing home studies.
- Providing individual and group counseling to clients and families.
- Coordinating client services, processing invoices, verifying provider availability, and negotiating service rates.
- Collaborating with external agencies, community partners, and family members to ensure appropriate service delivery.
- Conducting home visits to monitor family dynamics and assess child safety; coordinating child visitation schedules.
- Delivering direct services such as parenting education, life skills coaching, mediation, and client accompaniment.
- Preparing detailed reports and maintaining case files and program records.
- Providing emergency and crisis intervention services; offering court testimony and arranging child placements.
- Recruiting, screening, and training foster parents and volunteers.
- Educating the public about available services and eligibility requirements.
- Completing administrative tasks including case documentation, data entry, correspondence, and recordkeeping.
- Facilitating service provider training and ensuring compliance with certification standards.
- Rotating through service areas such as CPS, foster care, and adoption, as needed.
- Performing other duties as assigned.
