The Public Works Department currently has three openings for a Management Analyst I/II.  

CAPITAL IMPROVEMENT PROGRAM (CIP) DIVISION

The  Capital Improvement Program (CIP) Division has one opening for a highly motivated, detail-oriented, and collaborative professional to join its team! The ideal candidate will possess a strong foundation in preferably local or county public administration, grant management, data analysis, and capital project coordination. They will demonstrate an aptitude for cross-departmental collaboration, regulatory compliance, and proactive communication.

The ideal candidate will have experience in the following key areas:

  • Grant Administration: Skilled in identifying opportunities and supporting grant applications, including coordination with internal and external stakeholders, maintaining databases such as Amplifund, and managing consultant contracts for grant writing. They will be able to track grant performance, manage documentation for reimbursements, and support decision-making through comprehensive reporting and analysis.
  • CIP Program Management and Implementation: Proficient in supporting complex capital projects delivery, including maintaining the Unity Construct (project management) database. Experience with developing RFPs and contracts, preparing staff reports and presentations, and managing on-call consultant budgets. 
  • Financial and Regulatory Coordination: Familiarity with municipal finance processes, including fund tracking, project budgeting, and financial reporting, especially in coordination with Finance and outside agencies. Knowledge of Caltrans' LAPM and experience submitting required documentation is a plus.

They will be analytical, adaptable, and committed to supporting the City's mission to deliver a high-quality, efficient, and innovative capital improvement program.

OPERATIONS DIVISION

The Operations Division is seeking two (2) highly motivated, detail-oriented, and collaborative professionals. The ideal candidates will possess a strong foundation in preferably local or county public administration, budget development, data analysis, and purchasing and contract management. 

The ideal candidates will have experience in the following key areas:

  • Purchasing and Contract Management: Experience with developing RFPs and contracts, preparing staff reports and presentations, and managing on-call consultant budgets. 
  • Software Administration: Responsible for the user access, implementing optimizations, and the ongoing maintenance of Public Works software applications. 
  • Budget Development and Management: Developing, tracking, and oversight of budgets, analyzing current purchases, and forecasting future budget needs.
  • Reporting and data: Conducting research, compiling and analyzing data, preparing reports, and ensuring compliance of various state and other mandated reporting.
  • Program and process management: Implement and maintain program initiatives, identify and lead process improvements.

These positions will provide analytical support to multiple functions within the Operations group; including, but not limited to:

  • Landscape & Facilities
  • Fleet Maintenance 
  • Recycling & Waste
  • Administration

The ideal candidates will have excellent written and verbal communication skills, attention to detail, good time management skills, and the ability to work independently as well as in a team.

The Department will be creating an eligibility list which will be used to fill three vacancies at either the Management Analyst I or II level. Placement, both at level I or II and withing the salary range, will be made dependent upon the qualifications of the candidate.

Representative Duties

DEFINITION


Under general supervision (Management Analyst I) to direction (Management Analyst II), performs routine to complex research and analysis in support of assigned division or department functions, operations and programs; performs budgetary, financial, and administrative analyses and carries out related processes; coordinates and administers contracts, special projects, programs, and activities; participates in the development of policies, procedures, and guidelines; and performs related duties as assigned. 


SUPERVISION RECEIVED AND EXERCISED


Receives general supervision (Management Analyst I) to direction (Management Analyst II) from assigned management or supervisor personnel. Exercises no direct supervision over staff.


CLASS CHARACTERISTICS


 Management Analyst I: This is the entry level classification in the Management Analyst series. Initially under close supervision, incumbents learn and perform research and analysis in support of the assigned division or department. As experience is gained, assignments become more varied, complex, and difficult. Close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.


 Management Analyst II: This is the journey level classification in the Management Analyst series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Management Analyst in that the latter performs the most complex analytical work for Citywide programs with considerable impact on organizational-wide policies, procedures, and practices.


Positions in the Management Analyst class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level upon management approval, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class, subject to budgetary funds.

  • Plans, coordinates, and evaluates assigned programs or projects; identifies projected consequences of proposed actions and implements recommendations in support of goals; organizes and prioritizes timelines and project schedules.

  • Participates in the budget development and administration for assigned area(s) of responsibility; analyzes proposed capital, operating, and maintenance expenditures; prepares reports and analyses related to impact of budgetary decisions; prepares financial forecasts; tracks and monitors budget expenditures. 

  • Creates and enters fee codes in financial system in collaboration with the Finance Department; organizes cash receipts and accounts receivables for to updates to the general ledger; research transactions and resolves discrepancies. 

  • Plans, coordinates, and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; prepares requests for proposals (RFPs); assists in contract negotiations and administration; monitors compliance with applicable contractual agreements.

  • Reviews and revises project specifications and contracts; verifies bid schedule quantities and technical specifications; collaborates with risk management, legal, city clerk, and purchasing officer to bid projects; responds to contractors; reviews all bid submissions; communicates bid approvals.

  • Performs a variety of professional level research, administrative, operational, financial, and analytical duties in support of assigned programs and functions within a department; performs duties in support of various administrative operations and activities within assigned area(s) of responsibility including special projects, research studies, budget analysis, and other specialized functions. 

  • Creates purchase requisitions, processes invoice payments, and accounts receivable invoices; reviews and approves claims; reviews and approves purchases within approved dollar amount parameters such as office supplies and personal protective equipment.

  • Assists in resolving operational and administration issues; identifies issues and conducts research to find alternative solutions; makes and assists in the implementation of recommendations. 

  • Prepares various public outreach and informational materials including newsletters and brochures; provides program support; preparation and review of brochures, letters, newsletters, and other publications; participates in outreach events.

  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in business and public administration and issues related to area of assignment.

  • Responds to and resolves difficult and sensitive complaints and inquiries from members of the public.

  • May provide administrative support for departments, outside agencies, and/or Commission/Committee meetings.

  • Performs related duties as assigned.

Education and Experience:


  • Management AnalystI/II:Bachelor's degree from an accredited college or university with major coursework inbusiness administration, public administration,accounting, finance,ora relatedfield.


  • ManagementAnalyst I:Two (2) yearsadministrative, financial, or budgetary experience.


  • ManagementAnalyst II: Two (2) yearsof increasingly responsibleexperienceperforming professional administrative,financial, and budgetaryanalysis ina municipal or similar setting.


Licenses and Certifications


  • Some positions may requirepossession of, orabilityto obtain by the time of appointment,an appropriate, valid California driver's license. This requirement may be waived for individuals who are unable to obtain a driver's license due to a disability.

Physical Demands and Work Environment

PHYSICAL DEMANDS


Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites for some positions; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds. Reasonable accommodations will be made for individuals with disabilities who are qualified to perform essential functions of a position or positions within this classification.


ENVIRONMENTAL CONDITIONS


Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
