Job Summary:

Directs the overall emergency program for the region. Develops, implements, and maintains the emergency management program for the region. Responsible for KPMAS regional emergency management activities and operations, including planning, exercising, and training staff in preparation for incidents. Maintains a smooth transition from preparedness to response activities, up to and including a full activation of the KPMAS Regional Command Center. Represents KPMAS in collaboration with external partners and stakeholders to ensure alignment with private and public partner emergency management practices. Oversight of regional support for medical center emergency management activities.


Essential Responsibilities:
  • Chairs the Regional Emergency Preparedness Committee. Conducts gap analyses/needs assessments to determine regional emergency management program requirements. Designs and implements program objectives. Evaluates program effectiveness and addresses identified gaps.
  • Oversees Regional Drill and Training Program (regionally guided program supporting facility level training and disaster exercises). Oversees emergency management training in the Incident Command System for Regional Command Center responders. Collaborates with the Regional Drill and Training Program Director to determine annual exercise scope, schedule, stakeholders, and objectives.
  • Develops and maintains relationships with external partners and stakeholders including governmental agencies and services, contractor services, emergency response groups, other health systems, and licensing bodies.
  • Develops and maintains oversight of regional standards for medical center emergency management preparedness and response. Collaborates with Healthcare Continuity Management and National KP Emergency Management programs. Ensures preparedness of ambulatory, administrative, and ancillary facilities. Acts as the Business Continuity Program host for KPMAS business continuity plans.
  • Oversees development and maintenance of regional core documents, including a hazard vulnerability assessment, emergency action plans, annual risk report, and after-action reports for all incidents and exercises, and emergency preparedness and response policies and procedures.
  • Participates on Environment of Care Committees and ensures regional compliance with the Joint Commission and CMS requirements, FEMA, OSHA, and regulating bodies as pertains to emergency preparedness and response.
  • Serves in the Regional Command Center. Evaluates capability and capacity of the Regional Command Center for physical and virtual activations; addresses identified gaps; maintains capacity.
  • Emergency Preparedness & Planning:
  • Develop, update, and maintain Emergency Operations Plans (EOPs) annually in collaboration with facility and department leadership.
  • Annually update Service Line Business Continuity Plans (BCPs) to ensure operational resilience.
  • Develop and implement Code Dark procedures for a partial or complete IT outage, ensuring preparation for continuity of care and operations.
  • Ensure compliance with regulatory and accreditation requirements (Joint Commission, CMS, FEMA, OSHA, etc.).
  • Incident Response & Command Center Operations:
  • Lead Command Center activations and coordinate responses for various emergencies (e.g., severe weather, pandemics, power/water outages, active threats).
  • Facilitate Situation Calls with key leadership to assess and coordinate emergency responses.
  • Training, Drills, and Exercises:
  • Develop and enforce drill requirements (fire, chemical spill, active shooter, emergency, etc.) and monitor / report compliance.

Basic Qualifications:
Experience

  • Minimum seven (7) years of professional work experience in healthcare or emergency management.

  • Minimum five (5) years project management experience in a complex environment, preferably dealing with health care delivery, technology, and business projects.

  • Minimum five (5) years of leadership experience.


Education

  • Bachelors degree required, OR four (4) years of experience in a directly related field.

  • High School Diploma or General Education Development (GED) required.


License, Certification, Registration

  • Incident Command System Certification within 3 months of hire


Additional Requirements:

  • Proficiency with common office environment software packages such as Microsoft Office (Word, PowerPoint and excel), shared server files, Internet research and relational databases.

  • Proficiency with National Incident Management System (NIMS) State Emergency and Management System (SEMS) principles.

  • Experience in healthcare administration and operations in a managed care setting are highly desirable.

  • Understanding of KP operations

  • Proven record of accomplishment in disaster response and emergency management. Monitors, and economic, social, information technology and legal environment.

  • Experience in healthcare administration and operations in a managed healthcare setting.

  • Proven record of accomplishment in facilitating diverse working groups, including physician-populated groups.


Preferred Qualifications:

  • Incident Command System (ICS) 300 and 400, or ability to complete FEMA courses.

  • Masters degree in related field

  • Lean six sigma green belt.
