ABOUT MTC
MTC was created by the California Legislature in 1970.  The federal government, state Legislature and Bay Area voters have assigned MTC a wide-ranging portfolio of duties. For starters, MTC is the metropolitan planning organization for the nine-county San Francisco Bay Area. MTC is also the regional transportation planning agency for the Bay Area. MTC directly distributes more than $700 million a year to local public transit agencies and other recipients, and prioritizes requests from local agencies for millions more in scarce state and federal funds. Acting as the Bay Area Toll Authority, (BATA) MTC collects in excess of $600 million a year in bridge tolls, and allocates these funds for the operation and upkeep of the region's seven state-owned toll bridges. We plan, invest and coordinate to keep the Bay Area mobile, sustainable and prosperous. ABOUT THE ROLE

The Transit Funding Analyst position will be filled at either the Assistant or Associate level depending on experience and qualifications and is under the direction of the Principal Program Coordinator for Transit Operations and Financial Analysis. The Transit Funding Analyst, as a member of the Funding Policy and Programs section, will provide analytical and program management support for a variety of initiatives related to transit operations funding. Primary deliverables for this role include transit revenue projections; analysis of financial and/or performance data to inform or assess proposed legislation; and memos and presentations summarizing analysis for a general audience.

Under the general direction of the Principal Program Coordinator for Transit Operations and Financial Analysis, the specific assignments and responsibilities include, but are not limited to, the following:

  • Prepare estimates of revenues for transit through the MTC Fund Estimate and revise periodically to reflect updated information.
  • Analyze transit operator financial and performance data using Excel and dashboarding tools to inform regional transportation funding decisions and state or federal advocacy – including but not limited to the regional response to the transit fiscal cliff.
  • Interpret proposed or enacted legislation and assess funding impacts on Bay Area jurisdictions and transit agencies.
  • Craft financial forecasts to guide transit operators in developing their Short-Range Transit Plans, and synthesize results across operators.
  • Develop long-range projections of revenues available for transportation and costs of existing system operations and maintenance for Plan Bay Area, MTC’s Regional Transportation Plan.
  • Represent MTC at meetings, review written reports and memoranda prepared by project staff and make presentations before MTC committees, executive staff, and other agencies.


KNOWLEDGE, SKILLS, & ABILITIES

The ideal candidate will have the following knowledge, skills, and abilities:

  • Ability to analyze financial and performance data and form recommendations for policies, processes, and funding decisions
  • Interpret policy and legislation in order to analyze implications for MTC and partner agencies
  • Communicate technical concepts clearly to a general audience, orally and in writing
  • Advanced Microsoft Office skills, especially Excel
  • Familiarity with Tableau or other dashboarding tools is preferred
  • Familiarity with the San Francisco Bay Area transit network, including knowledge of operators, is preferred

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor’s degree in an appropriate field related to the area of assignment, such as transportation planning, public policy, transportation engineering, economics, or public administration. A Master's degree is desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

Assistant Level
Experience: One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

Associate Level
Experience:Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

PREFERRED QUALIFICATIONS

A Bachelor’s degree in an appropriate field related to the area of assignment, such as transportation planning, public policy, transportation engineering, economics, or public administration. A Master’s degree is preferred.
