Summary


The Solid Waste Division (SWD) has a rare and exciting opportunity for a senior Capital Project Manager IV to support our capital improvement program. This position is a great opportunity to showcase your project management and supervisory skills by providing project management leadership to large capital projects and contracts within the SWD. As a team member of the SWD Project Management Office (PMO), you will supervise a team of highly motivated project managers and interact with stakeholders across all SWD's lines of business.


About this Role:

This position will lead critical major projects for the Solid Waste Division. Projects may include Cedar Hills Regional Landfill (CHRLF) Program projects, Recycling and Transfer Station Program projects, and asset management projects from planning through close-out. 


This position includes supervising and mentoring a team of highly motivated project managers leading a portfolio of large and complex capital improvement projects (CIPs). As the Supervising Project Manager, you will be challenged with:

About the Team:

Members of the Solid Waste Division Project Management Office (PMO) manage or support Capital Improvement Projects for the Solid Waste Division. Capital projects help maintain or improve SWD assets such as our transfer stations, drop boxes, Cedar Hills Regional Landfill, and other systems necessary to support our SWD goals. Our section leads the Division's efforts on overseeing the project management of a variety of projects by leading project teams, consultants, contractors, and technical/program staff to ensure seamless project delivery by integrating organizational and sponsor requirements.

Job Duties

What You Will Be Doing:

The core work duties of this position include the following:

  • Lead and manage diverse project teams on multiple high-priority, complex capital projects requiring considerable resources while fostering strong, productive overall team dynamics throughout project lifecycles. Effectively identify and address interpersonal conflicts when they occur. Recruit, train, develop, and mentor project managers and other project support staff. 

  • Develop and monitor project scope, schedule, budget, risk, stakeholders, contracts, and other project management processes. 

  • Integrate project activities with construction management teams, operations staff, program staff, consultants, engineers, and other stakeholders to ensure seamless project implementation. 

  • Effectively communicate complex issues to team members, SWD staff, other agencies, management, and the public. Prepare, present, and discuss technical information and data with managers and staff, project teams, landowners, elected officials, and representatives of other jurisdictions and agencies. 

  • Procure and manage consultants and contractors for assigned projects by following King County Procurement policies and procedures. 

  • Effectively apply Project Management industry standards and practices along with SWD PM manual process requirements in managing your assigned project workload. Monitor and control project work, including scope, schedule, and budget, while controlling deviations throughout the project lifecycle.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Bachelor's degree in project management, business, civil engineering or a closely related field, and significant experience in project management and/or engineering team management with at least three years as a lead project manager, or any combination of education and experience that clearly demonstrates the ability and skill to perform the scope of job duties of the position 

  • Supervisory/lead experience that provided the skills to lead a group of professionals in a technical field. 

  • Project management experience for major (greater than $10 million) public works capital projects. 

  • Experience working effectively with a variety of project stakeholders, such as senior management, local jurisdictions, regulatory agencies, and community groups.

  • Demonstrated knowledge and experience in project management techniques and principles to include budget, scope, schedule development, and monitoring. 

  • Documented experience in project risk management. 

  • Skill in Microsoft Word, Excel, and Scheduling software such as MS Project 

  • A strong understanding of engineering and construction management techniques and principles, contract administration principles, and the critical path method (CPM) of project scheduling.

It Would be Great if You Also Bring:

  • Project Management Professional (PMP) certification with PMI or equivalent, or ability to obtain certification within 6 months of hire. 

  • Adept at juggling a heavy project workload and simultaneously moving projects through all project phases: planning, alternative analysis, design, construction, and closeout.

  • Experience managing projects containing utility, public works, infrastructure, buildings, mechanical systems, and asset replacement elements.

  • Experience with successfully managing environmental and sustainability requirements. 

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 1-2 days a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. The most common onsite location will be Cedar Hills Regional Landfill including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life balance and reduces carbon footprint.

  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.  

  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.

  • Union Representation:This position is represented by Protec Local 17.
