JOB SUMMARY
The Project Estimator is responsible for generating quality and accurate estimates for the Southern Nuclear Company (SNC) Site Projects group in support of modifications of any of the three existing SNC nuclear plants. This includes generating and preparing consistent and accurate engineering and construction estimates; ensuring estimating deliverablesmeet and/or exceed customer expectations; assisting with estimating change orders as required; and utilizing experience and estimating knowledge to assist the project team in establishing a project budget based on scope and schedule.
JOB REQUIREMENTS
Education
- College diploma or University degree in engineering (ABET accredited) or building science preferred, or equivalent experience working in an estimating and/or nuclear construction and projects environment.
Ability
- Shall be able to obtain and maintain an unescorted nuclear badge.
- Must be able to physically perform walk downs in areas that include stairs, uneven surfaces and hot temperature conditions.
- Self-motivated with attention to detail and accuracy.
- Perform job requirements with minimal supervision.
- Follow the SNC Estimating Procedures.
- Influence and motivate others to achieve common goals.
Experience
- Specialized experience in nuclear plant conceptual and detailed estimating, including 3 plus years of on-site walk downs for project scope development and information gathering, is required.
- Performed estimating for all disciplines including mechanical, electrical, civil and instrumentation & controls.
- Proven success in generating estimates based on scope and schedule that capture accurate implementation costs.
- Experience in using estimating software and tools (required); WinEst estimating software preferred.
- Generate estimate reports and field questions regarding content.
Knowledge
- Solid understanding of estimating and material take-off techniques, unit price cost data, AACE classes of estimates, work breakdown structures (WBS), and estimating database use.
- In-depth knowledge of engineering, procurement, and construction processes associated with nuclear projects.
- Familiarity with cost control and scheduling tools and processes.
- Knowledge of risk analysis, contingency, and escalation assessment.
- Understanding of heavy industrial construction procedures and methods, nuclear site factors, and the impact of market conditions on project costs to properly reflect in estimate.

JOB RESPONSIBILITIES
1. Estimating: Extensive nuclear experience and use of cost estimating methods and processes including use of nuclear complexity factors, multidiscipline construction methods, nuclear unit rates database, material costs, and software required. Oversee and prepare consistent and accurate conceptual, detail, and final estimates. Review and understand project scope of work. Develop estimate templates and receive and organize estimate information such as equipment lists, quantity take-offs, material pricing, equipment quotations, and engineering design estimates. Develop pricing for labor and bulk materials and correctly apply to estimate. Maintain and utilize current field craft labor rates. Review scope documents, drawings and specifications for possible unidentified scope and constructability issues as they affect unit costs. Utilize WBS and other coding schemes in estimate to allow organization and flexibility of the estimate and production of various estimate reports. Lead estimate reviews with project team and management. Coordinate with Project Controls cost and scheduling teams as required for cash flow creation, budget set-up, etc. Participate in the estimate approval process. Obtain unescorted security clearance at a SNC nuclear plant, and travel as required.
2. CustomerRelations: Participate in meetings with Site Project Controls and Project Management. Establish good relationships with the project team members to develop an understanding of their needs and future plans. Exhibit Our Values.
3. Project Planning: Work with customer and project support personnel to develop project estimate. Oversee and coordinate work performed in a dynamic environment to ensure completion in a timely and cost-effective manner to meet customer needs. Communicate estimate status with customer and management
