The State of Connecticut Judicial Branch, Administrative Services Division is seeking The Access To Justice and Diversity, Equity, and Inclusion Program Manager who will primarily be responsible for coordinating and managing the Judicial Branch's Access To Justice Commission initiatives.  This pivotal role involves, collaborating with the Access To Justice Commission, guiding the Judicial Branch Access To Justice Commission Subcommittees, and driving the implementation of programs and best practices to enhance access to the court system for all individuals.  The manager will also contribute to fostering a diverse, equitable, and inclusive environment within the Judicial Branch through the development and support of Diversity, Equity and Inclusion efforts.

KEY DUTIES:

Access to Justice Coordination and Management:

  • Collaborate closely with the Judicial Branch Access To Justice Commission in coordinating and managing the implementation of Access To Justice Subcommittees initiatives/projects, identifying unmet needs and achieving strategic Access to Justice objectives.
  • Spearhead research efforts and guide the implementation of strategic initiatives on behalf of the Access to Justice Committee.
  • Serve as the primary point of contact for Access to Justice communications, leading the dissemination of updates to Access To Justice Chair, commission members, Chief Court Administrator and other relevant stakeholders.
  • Direct the collection and evaluation of data to assess the effectiveness of Access To Justice initiatives.
  • Proactively identify grant opportunities and lead the development of proposals to ensure the continued success of Access To Justice efforts.
  • Lead the monitoring of Access To Justice legislation and research of state and local trends to inform strategic direction.
  • Maintain active leadership and engagement with local, state, and national Access To Justice networks.
  • Lead the development and delivery of impactful educational programming on Access To Justice tools and direct efforts to publicize Access To Justice initiatives to bar associations, law students, law firms, government agencies, lawyers, and the general public.
  • Direct outreach efforts to other legal providers, bar associations, and non-profits, including legal aid organizations, within the community.
  • Lead the recruitment and management of Access To Justice interns.

Diversity, Equity, and Inclusion Program Support:

  • Help to enhance diversity, equity, and inclusion education efforts; support the development and facilitation of new workshops, training, tools, and resources.
  • Assist with the promotion and marketing of Judicial Branch Diversity, Equity and Inclusion initiatives
  • Assist with diversity analytics, including tracking metrics, generating assessments to highlight trends, and communicating impact across diversity programs and initiatives.
  • Conduct research and stay current on diversity best practices and new diversity programs and initiatives.
  • Supervise staff of lower grade.

Salary Range: $110,415 - $145,756/year – plus State of Connecticut benefits.

New employees begin at the minimum.  The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

EXPERIENCE AND TRAINING 

General Experience: Nine years of professional experience in a broad range of functions related to assigned areas, including some responsibility for planning, research and statistical analysis, organizational analysis, or a related field.

Substitutions Allowed:
1) College training may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of four years for a Bachelor’s degree.


2) A law degree or a master's degree in a related field may be substituted for one additional year of the General Experience.

SPECIAL REQUIREMENT: Incumbents may be required to travel in the course of their daily work.
