The Strategic Space Systems Division under the Space Sector has an opening for a Program Cost Manager 2 for a high visibility, major contract. This position will report to the Senior Cost Manager.   Please be aware that this position will be contingent upon capturing program award(s), obtaining and maintaining customer funding, and holding final clearances (if applicable) prior to start date.
This position is responsible for all Cost Management activity with execution of the adjunct contract including supporting Northrop Grumman Corporation Space Systems programs in compliance with Earned Value Management System (EVMS) requirements and program implementation and evaluation and analysis of financial impact based on success of major program milestones.  A successful candidate will be able to communicate the program's cost and schedule performance to executive level division/sector leadership and provide leadership to major IWOs as well as a staff of local program cost control analysts.

Critical success factors for candidates will include a dynamic leadership presence, highly collaborative work style, the ability to anticipate problems, proactively deal with difficult situations and communicate appropriately with all levels of stakeholders.  The candidate selected for this role must have strong organizational, problem-solving and closure skills, strong written and oral communication skills, and demonstrated interpersonal skills with different stakeholders and levels of professionals and management. 

Your Role and Impact:  

• Collaborate cross-functionally, both within and outside the Division, to ensure success of business priorities and outcomes
• Set up cost control system, monitors and controls costs and schedules on Contracts requiring validated cost schedule control system
• Maintain Earned Value Management System (EVMS) compliance including cost/schedule integration
• Prepare, maintain, and review spend plans; develop and review Estimates at Complete (EACs); incorporate changes into the EVMS system to maintain cost and schedule baselines
• Financial CDRL deliverables
• Assist Control Account Managers (CAMs) with EVMS activities including Work Breakdown Structure (WBS) development and alignment; time-phasing of tasks; developing and documenting earned value methodologies; performance measurement; estimate to complete analysis and updates and variance analysis research and reporting
• Create financial charts in support of program management and program reviews; identify cost impacts and develop recovery plans as required
• Oversee staffing, performance management and coaching development of the Business Cost Management professional staff
• Collaboration with Business Management and Program Management to provide inputs for the Annual Operating Plan (AOP) and the Long-Range Strategic Plan (LRSP)
This position requires the incumbent to possess a Department of Defense (DoD) active Top Secret (TS) security clearance and/or access to Special Compartmentalized Information (SCI) and is contingent upon award.

Basic Qualifications:

• Bachelor's Degree and 8 years of experience in Business Administration, Business Finance or Accounting to include Cost Control OR; a Master's Degree and 8 years of stated experience
• Active Department of Defense (DoD) Top Secret (TS) Clearance
• Leadership experience
• Experience with Earned Value Management (EVMS)
• High level of proficiency MS Office Tools
• Proficiency of the following systems or software: COBRA or similar project management software, SAP Management Project Systems Module and Business Warehouse (BW)
Preferred Qualifications:

• Master's Degree
• Current or previous experience working with restricted customer
• Experience with Northrop Grumman Space Systems reporting tools
• Department of Defense (DoD) Active Special Compartmented Information Access (SCI)

Salary Range: $142,200.00 - $213,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
