Job Description:
As a Prevailing Wage & Certified Payroll Supervisor, you will ensure payroll compliance with all federal, state, and local prevailing wage laws, including the Davis-Bacon Act, Service Contract Act (SCA), and related mandates. Reporting to the Payroll Manager, you will collaborate across departments and with external partners to manage certified payroll compliance.
This position will conduct weekly and quarterly audits of current prevailing wage project set-ups to certify compliance and put together a project plan to address any needed changes.
Key Responsibilities
• Supervise and assist the preparation and submission of certified payroll reports for public works and prevailing wage projects (e.g., Davis-Bacon Act, DIR, HUD).
• Ensure full compliance with federal, state, and municipal prevailing wage laws, certified payroll requirements, fringe benefit rules, and DIR/Davis-Bacon regulations.
• Prepare and manage weekly and monthly certified payroll reports, ensuring accurate, on-time submissions to all required agencies.
• Submit labor compliance documents such as DAS140, DAS142, CAC2, fringe benefit statements, and apprenticeship records.
• Review and audit certified payroll reports; ensure accurate and timely entries via platforms like LCP Tracker, E-mars, Prism, and DIR.
• Research and apply correct wage and fringe rates based on job classification and geographic region; monitor state and federal regulations and requirement updates throughout the year.
• Audit apprentice hours and ratios for compliance.
• Investigate and resolve prevailing wage complaints or discrepancies with internal and external stakeholders.
• Support external audits, investigations, and resolution of labor compliance discrepancies.
• Manage and audit subcontractor documentation for compliance, including weekly certified payrolls, Statements of Compliance, and apprenticeship requirements.
• Maintain prevailing wage communications and offer internal guidance on compliance requirements.
• Assist with contract reviews and support payroll operations as needed.
• Recommend and implement best practices and process improvements.
• Perform other duties and/or complete other projects as assigned

What We’re Looking For
The ideal candidate has strong experience in prevailing wage compliance, certified payroll reporting, and public works labor law. You should be well-versed in state and federal regulations, especially those related to DIR, Davis-Bacon, and apprenticeship program compliance.
Must-Haves
• Supervisory experience.
• 3–5 years’ experience with public works labor compliance programs.
• Strong experience in certified payroll reporting and fringe benefit tracking.
• Knowledge of DIR, Davis-Bacon, and prevailing wage law compliance.
• Proficient with LCP Tracker, E-mars, and other labor compliance systems.
• Familiar with OCIP/CCIP requirements.
• Excellent organizational, analytical, and communication skills.
• Self-motivated with strong attention to detail; skilled in managing priorities and consistently meeting deadlines.
• Advanced Excel proficiency.
Nice-To-Haves
• Experience with UKG Pro or similar payroll systems.
• Bachelor’s degree in Accounting, HR, Business, or a related field.
