Client: Telecommunications Service Provider
Title: Network Construction Manager
Duration: 12 Months
Location: Indianapolis, IN; Louisville, KY; Cincinnati, OH area (100% Remote)
Travel: 25% field support (to Indiana or KY), 75% office support
Expenses Covered: Mileage when traveling, monthly internet, and cell (standard charges)

Top Skills Required:

  • Office Construction Management experience

Primary Candidate Experience/Abilities (Preferred):

  • Fiber cable splicing
  • OTDR testing
  • Fiber network design
  • OSP and ISP fiber construction
  • Construction/Splicing crew management

Role Overview:

  • Responsible for the day-to-day administrative activities of the Fiber Network Construction team including creating PO's, creating CM's, reviewing invoices for accuracy, reviewing splice packages from Fiber Engineering, and fiber splicing within the assigned geographic area.
  • The position will work with all team members on improving the quality of the billing processes, deliverables and the end-to-end splicing process.
  • Common activities will involve area data identification, collection, analysis, and reporting; along with understanding operational business functions and processes.
  • Each network construction team is expected to maintain open communication across all areas of the business and work as a unit with consistency while building, implementing, and restoring or maintaining services; cognizant of fostering the vision and values of Client.
  • This position is accountable for delivering key KPIs for their area of responsibility including but not limited to OpEx spend, MTTR, % On-Time Install, fiber complete for small cell, and installed enterprise revenue.
  • Supports Network Construction Implementation team with assigned tasks, projects and could include, but is not limited to, the following: correspondence, administrative tasks (PO's, CM's & Invoicing), tracking project deliverables, dates and monitoring deadlines, provides regular and timely reports highlighting variances as they arise.

Responsibilities:

  • Prepares and submits purchase orders and processes contractor invoices for OSP and ISP splicing functions.
  • Assists with project financials and milestone management, such as forecasting, issuing and receiving on vendor POs, invoicing on customer POs, tracking and resolving past due invoices.
  • Provide additional administrative support as required.
  • Communicates issues to management prior to reaching critical status.
  • Develops progress reports, tracks progress and identifies/resolves obstacles.
  • Assists with ad hoc reporting requests.
  • Review splicing design packages and distribute as necessary
  • Communicate with vendors concerning fiber splicing work and billing
    Understanding service delivery and close out packages

Education/Certifications:

  • High School degree
  • A valid driver's license required

Experience/Minimum Requirements:

  • Minimum three (3) years of telecommunications/wireless construction experience
    General knowledge of Outside Plant Construction techniques (aerial & underground) for SCS.
  • Familiarity with test equipment and techniques for performing OTDR and Power Meter
  • General knowledge of NESC, NEC and OSHA standards.

Other Skills/Abilities:

  • Knowledge of budget development and execution
  • Knowledge of construction management process
  • Ability to read and understand blueprints
  • Ability to direct and diagnose workflow problems, critical paths and institute remedies
  • Customer service orientation with a strong problem-solving approach and strong interpersonal skills
  • Strong computer skills - MS Office, Smartsheet, Excel and project management
  • software knowledge

Working Conditions:

  • Will be required to travel to project sites with exposure to heavy equipment and environmental conditions 25% of the time.
  • Works in a normal office setting with no exposure to adverse environmental conditions 75% of the time.
