The State of Connecticut Judicial Branch is seeking a Data Analytics and Data Warehouse specialist (Information Technology Enterprise Specialist) for the Information Technology Division, Database Unit.
The ideal candidate will possess a strong background in data management, data warehousing, and analytics, with the ability to ensure data is well-organized, secure, accessible, and effectively leveraged for business intelligence, modeling, visualization, and reporting. The candidate will identify and integrate data from multiple sources, design and build a centralized data warehouse to support enterprise reporting, and develop advanced dashboards and visualizations using Power BI, Tableau, and Excel.
Key Responsibilities:
Data Analytics and ETL:
- Collect, organize, and analyze large data sets to identify trends, patterns, and insights.
- Developing and maintaining ETL processes to extract data from source systems, transform it into a usable format, and load it into the data warehouse.
- Present complex data insights in a clear manner using data visualization tools and techniques such as Power BI, Tableau and Excel.
- Model Building, develop and deploy predictive models for IT Infrastructure and other Business units.
- Work with cross-functional teams to understand business needs and develop data-driven solutions.
Data Warehouse:
- Knowledge of data warehousing principles, including data modelling, ETL and data governance.
- Experience with Database Management Systems, like MS SQL Server, RMS Cobol File System, and cloud base databases.
- Knowledge of data quality metrics, data lineage and data cataloging.
- Understanding of data governance principles, including data security, access control and retention.
Technical Leadership:
- Develop a cross-cutting technical direction and strategic planning for Cloud based data driven analytics initiatives using dashboards, visualizing reports.
- Stay updated on recent trends in the BI Tools, with a focus on reliability, scalability, and security.
- Provide guidance and mentor developers in Power BI and Warehouse tools.
- Develop and document by cataloging of all business applications and its data for warehousing.
Collaboration and Communication:
- Lead or coordinate others in the Request for Proposal (RFP) process.
- Collaborate effectively with all levels of technical and non-technical staff and management.
Technical Expertise:
- Proficient with SQL Server, Access DB, Python.
- Proficiency in multiple ETL Tools.
- Strong background in database design, data warehouse, security, implementation, and support.
- Proficiency in Microsoft Power BI and Tableau.
- Strong troubleshooting and problem-solving abilities, particularly in high pressure, mission-critical environments.
Upon satisfactory completion of the initial probationary period, hybrid remote work may be available.
Salary Range: $105,951 - $157,400/year – plus State of Connecticut benefits.
Starting salary may be commensurate with experience.

EXPERIENCE AND TRAINING
General Experience: Ten (10) years of experience in information technology (IT), programming, systems/software development or another IT related field demonstrating a growing and broadening base of knowledge and experience.
Special Experience: Two (2) years of the General Experience must have been at the expert working level with responsibility for performing a full range of highly complex technical support functions.
Substitutions Allowed:
1) College training in management information systems, computer science, electrical engineering or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor’s degree.
2) A Master’s degree in management information systems, computer science, electrical engineering or information technology related area may be substituted for one (1) additional year of the General Experience.
3) Relevant certification in management information systems, computer science, electrical engineering or information technology related area may be substituted for up to six (6) months of the general experience.
SPECIAL REQUIREMENT: Incumbents may be required to travel within the State in the course of their daily work.
