Nature of Work

This work involves operating, maintaining, and repairing the Harford County Water pumping stations and/or treatment facilities. Daily and weekly job duties depend upon the assignment area and require learning and strict adherence to prescribed safety standards.  If not already known, this classification requires the employee to learn the principles, practices, and methods used in the operation, servicing, and overhaul of mechanical and electrical equipment used in the various facilities. Duties include direction by other personnel and may also require work on an independent basis. Work may be on a rotating shift, seven-day-a-week coverage basis. The employee receives close supervision from the applicable system Supervisor.  Work is subject to the outside environment, and drinking water conditions such as raw sewage, bacteria, viruses, wet wells, gases, odors, dust, chemicals, noise, heat, cold, etc.

following:
Water Facility Mechanic Trainee 
Water Facility Mechanic
 Through the recruitment process, a determination will be made on which position will be offered to a candidate, based on the candidate's skills and abilities related to the minimum qualification requirements for each position listed above. The minimum qualification requirements for each role are detailed below.

Working hours for this position are Monday - Friday, 7:00 AM-3:00 PM; but may include rotating shifts and alternate schedules as needed for the 24/7 operation.

Examples of Duties

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department.  The list is not inclusive.  A position may require duties not listed, if necessary, to accomplish the work of the department.)
  • Start and stop pumps, regulate valves, and observe the flow. Reads various charts, gauges, and dials and records reading on log sheets; changes charts on a routine basis.
  • Perform scheduled preventive maintenance on pumps, electrical motors, generators, and related mechanic equipment. Operate and maintain generators and associated equipment. Maintains a preventative maintenance record on each piece of equipment.
  • Repair pumps or related equipment, including pulling the equipment and replacing major parts such as impellers and bearings.
  • Adjust and lubricate packing glands and other components, as needed.
  • Maintain the facility buildings and grounds as required.
  • Adjust and repair electrical control equipment.
  • Assist, review, and/or assure contracted maintenance programs are properly executed.  Example contracts include electrical, switchgear, generator, pump repair, flow instrumentation calibration, and maintenance.
  • Operate, maintain, and respond promptly to emergency conditions or customer complaints at various sites.
  • Operate, maintain, and adjust chemical addition processes in facilities related to pH and disinfection. This includes the addition of such chemicals as soda ash, caustic, carbon, ferric sulfate, and sodium hypochlorite at various facilities. 
  • Perform pH control work at treatment facilities under the guidance and restrictions of a certified plant operator.
  • Attend mandatory training sessions on safety, new equipment, or other County designated training at the request of the supervisor.
  • Operate and perform minor maintenance on electronic monitoring equipment such as telemetry controls, supervisory control, and data acquisition (SCADA) systems, laptops, or base station computer systems.  Troubleshoots systems remotely through computer interfaces.
  • Maintain overall records and prepare reports, as required. Examples include providing, maintaining, reviewing, and reporting on the system-wide preventive and repair maintenance records and work orders.
  • Maintain records, conduct root cause analysis, and prepare reports as required.
  • Maintain effective working relationships with employees, officials, and the public.
  • Other duties as assigned.

Minimum Qualification Requirements

KNOWLEDGE, SKILLS & ABILITIES:
  • Familiarity with the functions of water and related equipment.
  • Knowledge of the design and composition of pumps, simple pump repair and maintenance methods, and of blueprint reading.
  • Experience working with elementary mechanical, electrical, and hydraulic principles and experience with simple equipment troubleshooting.
  • Familiarity with preventive maintenance concepts and processes.
  • Ability to read charts, gauges, etc., accurately and ability to maintain detailed written records in prescribed formats.  
  • Basic math skills.  
  • Skill in the use of hand tools.  
  • Ability to follow instructions
  • Ability to work cooperatively and effectively with others
  • Ability to climb, stoop, kneel, reach, lift, walk, and stand for prolonged periods of time
  • Ability to lift up to 50 lbs.
  • Ability to drive a County vehicle while carrying out some assignments.  
  • The worker is subject to odors and noise and inside and outside environmental conditions.  W/S Plant Operations: Must be able to wear a negative-pressure respirator and/or self-contained breathing apparatus (SCBA). Must be able to enter confined spaces.WORKING CONDITIONS:
    • Subject to hazards of working at construction sites, in confined spaces, around heavy equipment, and in or near heavily trafficked highways; and exposure to adverse weather conditions.
    • On 24-hour call for emergencies, flextime, or scheduled rotation of duties to cover a 6-7 day work week, to include weekends.  Positions in this class may be required to cover a second-shift operation.
    • This class of positions requires occasional use of negative-pressure respirator and/or SCBA.  Level of use for employee will be determined during the employee's physical examination with the County's medical provider.
    • This class of positions requires incumbents to maintain a clean facial surface at all respirator points.
    • Employee will be required to maintain his/her Operator's license in good standing. 
    • Employees may be exposed to chemicals, raw water, wastewater, insects, etc.
    SAFETY:
    Must comply with Harford County's Safety Manual. WATER FACILITY MECHANIC TRAINEE- MINIMUM REQUIREMENTS
    • EDUCATION:
      • Possession of a high school or vocational-technical school diploma or GED Certificate.
    • EXPERIENCE:
      • Two (2) years' experience to include one (1) years' successful experience in a water and/or wastewater treatment setting as a Plant Operator Trainee or its equivalent AND one (1) years' experience in pump and motor maintenanc

    LICENSE:

    • Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points.  Please be advised this position requires a valid driver's license.  Your application will not be considered if you fail to include the full driver's license number on the electronic application.
    • Persons selected for this classification will be required to apply to the Maryland Board of Waterworks for a Water Distribution Class 2 minimum license, and they will be required to obtain permanent certification within two (2) years of selection from the original date of hire as a Mechanic Trainee.

    W/WW FACILITY MECHANIC - MINIMUM REQUIREMENTS
    • EDUCATION:
      • Possession of a high school or vocational-technical school diploma or GED Certificate.
    • EXPERIENCE:
      • Four (4) years' experience to include two (2) years' successful experience in a water and/or wastewater treatment setting as a Plant Operator Trainee or its equivalent AND two (2) years' experience in pump and motor maintenance.
    • LICENSE:
      • Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points.  Please be advised this position requires a valid driver's license.  Your application will not be considered if you fail to include the full driver's license number on the electronic application.
      • Water Distribution Class 2 by Maryland Board of Waterworks
