About This Role
As a key member of the Public Policy and Government Affairs team, the Director of Federal Government Affairs is a critical role at Biogen, shaping health care policy to benefit patient access, affordability, and innovation. Based in the Washington DC office, the Director will support the strategic vision of Biogen as a leader in biotechnology and innovation. Using sound judgment to develop targeted engagements with key stakeholders, the successful candidate will be self-motivated with an ability to work in a dynamic environment.
What You'll Do
Represent Biogen before the U.S. Congress on company specific issues as well as issues of importance to the pharmaceutical industry
Manage federal engagement by Biogen's consultants
Collaborate with PPGA colleagues to ensure an aligned approach to department goals and deliverables
Drafts memos, educational materials, and presentations detailing the impact of federal legislation on the company's business
Monitors and analyzes proposed legislation to determine its effects on the industry; helps determine the most appropriate position in coordination with Head of Federal Government Affairs and policy colleagues; develops and implements strategies to achieve favorable results.
Work directly with Biogen commercial units and key functions to assess eects of new policies or proposed legislative changes and support specific needs to ensure patient access to new therapies and treatments
Engage with external groups, including trade associations and stakeholder organizations, to influence internal decisions and ensure alignment with Biogen goals and priorities
Provide updates and presentations to internal colleagues on developments in DC
Manage the day-to-day operations of the Biogen Political Action Committee (PAC)
Other projects and duties as assigned
Who You Are
You are a motivated self-starter with the ability to work on multiple projects simultaneously both individually as well as in cross-functional environments. You have strong communications skills as well as experience on Capitol Hill or lobbying the U.S. Congress. You like to work in a challenging and dynamic environment that can change and improve the lives of patients.
Required Skills
10+ years' experience in state government affairs, 5+ years of service on Capitol Hill or relevant private sector experience
Excellent verbal, analytical, written and interpersonal communication skills, particularly in interpreting and distilling complex information
Excellent organizational and project management skills-demonstrated ability to independently manage multiple work streams
Demonstrated commitment to ensuring patient access to innovative medicines and the importance of a thriving biopharmaceutical industry
Ability to maintain good working relationships, internally and externally
Ability to attend morning and evening stakeholder events and travel as needed
Preferred Skills
Pre-existing relationships with members of the U.S. Senate and House of Representatives
Extensive exposure to health care
Experience managing a federal PAC

Base salary offered is determined through an analytical approach utilizing a combination of factors including, but not limited to, relevant skills & experience, job location, and internal equity.
