Job Summary

The Deputy Director of Project Controls will lead and supervise a Project Controls staff who are essential members of capital project delivery teams that assist with budgeting, planning, scheduling, and reporting for projects within the Authority's Capital Investment Plan (CIP), with the goal of reducing risk while achieving on-budget and on-time performance.  As a senior member of the Project Controls group, the Deputy Director of Project Controls will have an important role in developing project-level and program-level reporting for Authority leadership.


This position involves coordination with management from the Authority's Engineering and Capital Department, including Capital Delivery, Capital Transformation, and Technical Engineering Department. This position also involves coordination and working collaboratively with the Capital Planning, Capital Program Oversight, and Information Technology groups.

Duties & Responsibilities

  • Lead and supervise Project Controls staff, including managing personnel assignments, to support the Authority's Capital Improvement Projects.
  • Oversee Project Controls Analyst development, training, and performance.
  • Assist with developing the Integrated Master Schedule, including cost and resource loading, to provide cash flow projections and support Authority resource planning. 
  • Perform regular check-ins with Engineering and Capital groups to ensure that project controls functions are fully effective in supporting their program and projects.
  • Participate in developing and implementing detailed, project-level reporting deliverables to the Project Manager.
  • Participate in monthly department reviews, which lead to Enterprise Dashboard Reporting.
  • Report Key Performance Indicators (KPIs) to Authority Leadership on the capital program - monthly, quarterly, and as-requested through data visualization software using data from various systems, including financial, capital, scheduling, and project management information systems.
  • Assist Project Controls staff with preparing project schedules through the full project lifecycle through planning, design, construction, and close-out.
  • Assist Project Controls staff and Project Managers with developing project budgets and performing financial trending and analysis.
  • Review project schedules prepared by Designers and Construction Contractors.
  • Assist Project Controls Analysts and Project Managers with mitigation strategies should projects experience unfavorable trending.
  • Oversee the execution of Value Engineering, Constructability Reviews, Risk Analysis, and Independent Cost Estimates for Capital Projects.
  • Respond courteously and professionally to all inquiries from customers, vendors, and co-workers, consistent with the Authority's customer service quality standard. 
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • A Bachelor's degree from an accredited institution in Engineering, Construction Management, Business Administration, or related field.
  • Five (5) years of experience in project controls with schedule and financial reporting for capital projects.
  • Two (2) years supervisory of Staff and/or consultants.
  • Highly organized, able to manage time, resources, and people, and exceptional ability to handle multiple projects simultaneously.
  • Expert understanding of Capital Project Budgets, Change Management, Earned Value, Cost and Schedule management associated with major project execution.
  • Strong analytical and problem-solving skills.
  • Strong attention to detail.
  • Excellent communication and presentation skills with the ability to influence people at all levels of the organization, both vertically and horizontally.
  • Ability to learn quickly, take direction, work independently, and use creative, collaborative, and consultative approaches to resolve issues.
  • Advanced expertise in Excel, including Pivot Tables and large data sets.
  • Advanced expertise in Oracle Primavera P6 software.
  • Advanced expertise in data visualization software such as Power BI or Tableau

Substitutions Include

  • A master's degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • A Master's degree from an accredited institution in Engineering, Construction Management, Business Administration, or a related field.
  • Project Controls experience with large capital projects (over $100 million).
  • Three (3) years of supervisory experience of Staff or consultants.
  • Any of the following industry certifications:
    1. PMI Certifications: PMP, PMI-PBA, PMI-RMP, PMI-SP, PgMP, or PfMP
    2. AACE Certifications: PRMP, PSP, EVP, CEP, CCP
    3. CMAA Certifications: CACM or CCM
    4. PRINCE2 Practitioner
  • A Registered Professional Engineer
  • Expertise with an industry-standard commercial off-the-shelf project cost reporting platform (Deltek Cobra, Primavera Unifier, EcoSys, or similar)


Job Conditions:

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively, independently, and as part of a diverse  workforce team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
