The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
Job Summary:
The position is located in the Acquisitions Management, Office of the Chief Administrative Officer (CAO, U.S. House of Representatives (House). Acquisitions Management communicates, markets, brands, and delivers customer service to the House Community. Within the Acquisitions Management, Service Contracts Management oversees the business operations of customer-facing contracted services.
This position does not have day to day supervisory/managerial responsibilities
Primary Duties:
The Contract Administrator is a liaison between vendors and the Contracting Officer. They will be responsible for:
- Monitoring all aspects of service operations including quality controls, financial status, customer service programs, service/performance schedules, inventory maintenance, equipment repair and replacement, as well as all other special projects related to service contract operations.
- Handling all administrative duties for the department
- Provides contract and financial oversight; monitors quality controls for assigned contracts.
- Ensures contractors meet all technical contract requirements by closely monitoring daily activities and daily management reports; schedules and coordinates inspections as needed/appropriate. Documents contractor activity and appropriately reports on contract performance in a timely manner.
- Acts as liaison between contractors, House Members and staff, House offices at-large, and all applicable external customers/service providers.
- Prepares sales reports, operating statements, cash flow reports, and management reports routinely and as required.
- Audits all revolving fund payments for accuracy and conformance to contractual requirements. Reviews monthly billings for accuracy; counsels House staff to ensure compliance with policy guidelines.
- As applicable, advises contractors of changes in House structure and/or office locations, i.e., changes in Leadership, Member, and Committee offices, as well as other office/room changes and holiday closings.
- Performs other official duties and special projects as assigned.
Qualifications:
- Familiarity of contracting with the Legislative Branch.
- Bachelor's degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training, or work experience.
- 3+ years of industry experience with Government Contracting
- 5 years of relevant experience
