Position: Construction Manager

Location: Rochester NY

Duration: Rolling 6 month contract

Pay Rate Range: $38-42

This will be supporting a major FTTH (Fiber to the Home) expansion across New York, currently connecting approximately 30,000 homes per month. This initiative is a key strategic focus for the company, and we are seeking a skilled OSP Construction Manager to oversee and ensure the successful execution of this large-scale buildout.

The OSP Construction Manager will be responsible for supervising outside plant (OSP) construction activities performed by contractors. This includes ensuring work quality, adherence to design specifications, budget compliance, and coordination with local municipalities and utilities. The ideal candidate will have strong communication skills and a collaborative mindset, working closely with internal teams such as Engineering, Logistics, Project Management, and more.

• Oversee contractor work to ensure compliance with quality standards, design specs, and budget.
• Coordinate with state/local municipalities and utility companies.
• Ensure compliance with safety standards and permitting requirements (WZP, TCP).
• Manage project schedules and ensure timely completion.
• Conduct pre- and post-construction inspections.
• Handle material management and accurate reporting (invoicing, timesheets).
• Maintain detailed records including as-builts and project documentation.
• Attend pre-construction meetings and monitor project expenditures.
• Investigate and report plant damage incidents.

• Minimum 5 years of combined experience in OSP construction and splicing.
• Experience with large-budget invoice approvals.
• Ability to read and interpret FTTH prints and redlines.
• Strong knowledge of OSP construction standards, unit descriptions, and SSP contracts.
• Familiarity with permitting, safety standards, and traffic control plans.
• Proficiency in project scheduling, inspections, and material management.
• Valid driver’s license and willingness to travel and work overtime as needed.
• Ability to work outdoors in varying weather conditions and lift moderately heavy objects.
