What You Will Do
The Chief Medical Informatics Officer (CMIO) reports to the SVP Chief Information and Digital Officer (SVP CIDO) and serves as the senior level physician executive accountable for the adoption of medical information systems and medical informatics; the integration of information science, computer science and health care to support quality patient care. The Chief Medical Informatics Officer (CMIO) is the senior physician executive responsible for leading medical informatics initiatives across the health system. Serving as the clinical bridge between frontline providers and the Information Services (IS) department, the CMIO is accountable for the design, implementation, and continuous improvement of electronic health records (EHR) and related clinical information systems to support optimal care delivery. This position plays a pivotal role in engaging physicians and advanced practice providers (APPs), promoting adoption and proficiency with health IT tools, and ensuring that technology supports evidence-based, patient-centered, and cost-effective care. The CMIO also contributes to broader informatics strategy in collaboration with the CIO and other operational leaders. The CMIO will collaborate with the SVP CIDO and senior IS Leadership in providing vision and fulfilling the medical informatics strategy for the system. This position serves as a consultant to the organization and affiliated physicians, providing education and assistance in maximizing advanced clinical systems. In addition, this position stays abreast of developments from Federal, State, and Local regulatory bodies, e.g. Office of the National Coordinator for Health Information Technology (ONC), Centers for Medicare and Medicaid (CMS), and California Department of Public Health (CDPH). This position takes a leadership role in IS to ensure the optimal balance between functionality, performance and stability. This position monitors community and health care advanced clinical information system needs and provides leadership to ensure SHC adoption of these is consistent. This position provides innovative ways to use clinical information technology to improve patient safety, outcomes and clinical efficiency and is held accountable to SHC leadership in fulfilling these goals. This position will coordinate with the SVP CIDO and its other direct reports regarding compliance with IS architecture, quality control, installation, ongoing support and enhancement needs. The CMIO must have the technical, clinical, relationship building and managerial skills to provide leadership and direction to the development of advanced clinical systems. This includes such areas as staying abreast of current and future IS technologies and directions, providing technical direction and oversight to complex information system projects, the ability to formulate and communicate clinical information systems vision both within the IS organization and elsewhere in the Sharp system. The incumbent must have a clear understanding of Sharp HealthCare's strategic direction and a thorough understanding of the integration and functional requirements of Sharp Hospitals, Health Plan, and Medical Groups. The incumbent is expected to engage in clinical duties up to 0.25 FTE outside of this position to both maintain clinical skills and active staff privileges.

Required Qualifications
  • Doctor of Medicine (MD) Or
  • Doctor of Osteopathic Medicine (DO)
  • 5 Years Experience as a physician leader with progressive leadership responsibilities.
  • 5 Years Progressive experience in medical informatics or health IT, clinical systems implementation, process re-design and change management associated with introduction of IT to clinical culture, familiarity with products and medical informatics trends and tools, in addition to leadership roles in EHR implementation or optimization.
  • Practical experience to design and implement systems within the framework of technical boundaries.
  • Experienced in quality, performance improvement and outcomes management.
  • Experience in leading challenging organizational change preferably including the implementation of an electronic medical record system across a multi-facility organization.
  • Active or recent clinical practice (within the last 24 months) is required to ensure credibility with practicing physicians.

Preferred Qualifications
  • Other Advanced training in medical management and informatics.
  • Experience in large, integrated health systems, especially involving multi-entity EHR initiatives.
  • California Physicians and Surgeons License - Medical Board of CA -PREFERRED

Other Qualification Requirements
  • Board certified in specialty - REQUIRED Formal training or certification in Clinical Informatics (e.g., ABPM certification or relevant graduate-level coursework) - PREFERRED.

Essential Functions
  • Provider Engagement and Training
    Champion the adoption and meaningful use of EHR and related tools among physicians and APPs.
    Develop and support EMR training programs for onboarding and optimization of provider workflows.
    Serve as a liaison and trusted advocate for medical staff in IS initiatives, translating clinical needs into informatics solutions.
  • System Optimization and Clinical Decision Support
    Guide the development of clinical decision support (CDS) tools, order sets, and documentation templates to support quality and safety goals.
    Promote physician efficiency and satisfaction through workflow enhancements and usability improvements.
    Support clinical documentation improvement (CDI) efforts, including strategies to enhance specificity and accuracy of documentation.
  • Governance, Strategy and Advisory Role
    Provide input into strategic planning for clinical informatics and EHR evolution in collaboration with the CIO and operational leaders
    Represent the voice of the provider in system-level discussions on informatics governance, optimization, and innovation.
    Engage with external professional organizations, vendors, and regulatory initiatives related to medical informatics.
  • Team Development

    Lead and mentor a team of physician and APPs informaticists and other informatics contributors.
    Support performance management, professional development, and physician engagement within the medical informatics team.
  • Leadership

    Serves as the physician lead for clinical information system design, optimization, and provider engagement.
    Collaborates with clinical and IT stakeholders to ensure systems are aligned with evidence-based practice and clinical workflows.
    Leads provider-facing governance bodies including the Physician Advisory Council and Evidence-Based Medicine Steering Committee.
    Partners with the Chief Nursing Informatics Officer and operational leaders on interdisciplinary informatics initiatives.
    Responsible to the SVP CIDO for guidance on the direction, planning and progress of clinical information systems incorporating relevant Medical Informatics methods and techniques.
    Serves as the lead advocate for physicians and Advanced Practice Providers (APP) including Physician Assistants (P.A.-C) and Nurse Practitioners (N.P.) in the use of advanced clinical information systems and relevant Informatics methods and techniques.
    Supports clinical process improvement through evidence-based approaches using clinical information systems and relevant Informatics methods and techniques.
    Engages physicians, clinicians, administration, health information management and information systems professionals to design and fully incorporate the use of clinical information systems and relevant Informatics methods and techniques. Serves as liaison when/if necessary and appropriate between physicians, nurses, other clinicians and management.
    Stays abreast of and participates in industry efforts to develop comprehensive, uniform information technology solutions to improve the process of healthcare e.g., computerized patient records.
    Serves on the IT Executive Committee and participates in the Sharp HealthCare IT Sub Committee of the Board.
    Participates in the planning, selection, implementation, and performance assessment of clinical information systems.
    Improves clinician adoption, acceptance and usage of information technology while enhancing physician satisfaction with the clinical information system and develops programs to encourage and ensure clinician adoption of the EMR.
    Models the Sharp Experience with other physicians and holds them accountable for their behavior.
  • Program Management
    Responsible for the leadership and direction of the Medical Informatics department.
    Leads the development and implementation of operational indicators intended to demonstrate divisional performance in relation to customer needs.
    Develops annual goals and objectives with the executive and senior management staff to determine medical information technology needs of SHC.
    Assists in the development of training programs for clinicians on clinical systems and monitors effectiveness of programs.
  • Communication

    Collaborates with other ISD Vice Presidents on patient care systems, innovation and adoption strategy. Participates in the planning, selection, and performance assessment of clinical information systems.
    Continually develops clinician champions to support successful rollout and adoption of clinical information systems. Monitors and leads to high employee satisfaction employee engagement of Medical Informatics team.
    Works to ensure all SHC clinicians are robustly utilizing clinical information systems.
    Improves clinician adoption, acceptance and usage of information technology while enhancing physician satisfaction with the clinical information system.
    Manages the expectations of clinical information system end-users.
  • Financial Management
    Responsible for annual capital and operating budgets for assigned cost centers. Develops annual budgets and recommends the staffing and related resources needed to support the medical information technology strategies and system group.
    Monitors ongoing compliance with rules and regulations as set forward by the Office of the National Coordinator for Health Information Technology (ONC) and Centers for Medicare and Medicaid (CMS) as it pertains to Medical Informatics
    Ensure cost effective solutions are evaluated, justified and provided as required.
  • Quality of Service
    Integrates evidenced-based practices across the continuum of care by facilitating development of clinical information system tools. (The primary purpose of these tools is to improve quality by eliminating unnecessary variation).
    Utilizes appropriate quality measures and standards to evaluate clinical effectiveness.
    Assists in creating an institutional culture that promotes patient safety and high standards of ethical conduct.
  • Safety
    Maintains safe work environment and addresses deficiencies. Reviews safety policies and procedures. Adheres to ergonomic principles. In conjunction with Buildings/Facility Services, directs, monitors and participates in safety and fire in-services/inspections. Ensures staff attends required in-services, maintaining documentation. Ensures follow through and compliance with safety regulations as it relates to outside inspections.
