The Position

We are seeking a skilled Cybersecurity Operations Specialist with a strong background and extensive experience in one or more of the following disciplines:

- Information Security, particularly in Data Classification, Data Labeling, and Data Leak Prevention (DLP) Policies.

- Identity Security disciplines, including Identity Access Management (IAM) and automation, Privileged Access Management (PAM), and Identity Governance. 

- Expertise in cloud security, with a focus on Cloud Access Security Brokers (CASB) or Secure Access Service Edge (SASE) as well as cloud account/application lifecycle management.

In addition, we value candidates with a solid foundation in traditional cybersecurity operations such as firewall configuration (basic and advanced), network security and segmentation, packet analysis, endpoint and mobile device security, vulnerability management, email and web content filtering, web application firewalls (WAF), system encryption, and delivery of security awareness training. This is an exciting opportunity to work in a complex enterprise environment securing modern and legacy infrastructure across a diverse technology stack and multiple lines of business.

We are currently recruiting to fill one full-time vacancy. Remote work is permitted and this is a primarily remote role, but onsite work in Santa Barbara, CA is required when needed. Lodging/travel expenses are not provided. Employees of the County must reside in California. At this time, this position is not eligible for visa sponsorship. Applicants must have permanent (not temporary) work authorization to work in the United States without the need for visa sponsorship by the start date of employment. The payroll title for this role is EDP Office Automation Specialist II.

Examples of Duties

  1. Develops, implements, maintains and troubleshoots policies and procedures related to data classification, labeling, and data protection policy rules to prevent unauthorized disclosure, access, or loss of sensitive information.
  2. Administers identity and access management (IAM) systems, including provisioning, deprovisioning, role-based access controls, automation of account lifecycle processes, and troubleshoots issues that arise with identity management solutions
  3. Implements, administers and supports privileged access management (PAM) tools and identity governance procedures to secure identities and ensure compliance with internal policies and regulatory requirements.
  4. Assesses, deploys, and manages tools and processes to secure cloud-based applications and environments, including monitoring access, enforcing policies, and supporting secure cloud adoption and cloud data lifecycle management.
  5. Configures, maintains, and monitors network and perimeter security systems, including firewalls and network segmentation technologies, to protect against external and internal threats.
  6. Monitors information systems for security events and anomalies; investigates incidents using tools such Data Leak Protection (DLP), Data Classification and other security product logs, packet analysis and participates in response and mitigation efforts.
  7. Coordinates vulnerability assessments and remediation activities; collaborates with system administrators and application owners to address identified risks.
  8. Implements and maintains endpoint protection, mobile device management, content filtering, and other security controls to protect users, devices, and systems.
  9. Develops and delivers cybersecurity awareness and training programs to educate users on safe computing practices and organizational policies.
  10. Collaborates with internal departments and external partners to ensure compliance with applicable laws, regulations, policies and standards; assists with audits, risk assessments, and security-related projects.
  11. Performs related duties as assigned. 

Employment Standards

  1. Four years of experience that included analyzing, designing, testing, and implementing enterprise-wide software and hardware on a large scale (about 150 servers), including two years of direct experience with a large wide area network (about 5000 devices); or,
  2. two years of experience performing duties equivalent to those of an EDP Office Automation Specialist I with Santa Barbara County; or,
  3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Knowledge of: needs assessment and analysis techniques; installation and testing methods for various software products and hardware on a large network (about 500 devices); general concepts of microcomputer technology and administration and related software; IBM Personal Computer (or compatible) hardware and software including (but not limited to) Operating Systems (DOS, WINDOWS, WINDOWS NT, Windows 2000, Windows 2003 and successors, and Linux), Microsoft Office products, Outlook Active Directory; networks (EtherNet); computer communications and protocols (IP); systems analysis methodology; principles of office automation systems; office procedures including business and accounting practices and equipment; training techniques; Local and Wide Area Networks (LAN/WAN) including installation, maintenance, and training; and specific applications of hardware and software for LAN/WAN systems; systems design, data structures, and development, implementation, testing, installation, and evaluation techniques for enterprise-wide software on a fairly large network (about 500 devices); and security best practices and principles, enterprise threat and vulnerability management, and concepts of firewall and other methods of systems resource protections.

Depending on assignment, certain positions in this classification may require additional knowledge of: database design, implementation, and problem resolution; and client/server applications.

Ability to: provide analysis and recommendations for application, problem resolution, and user assistance to user departments for personal computer hardware and software; consult with vendors and departments that require computer equipment; plan work, set deadlines, and communicate effectively as needed to direct special projects; train and instruct others in microcomputer use; reason with abstract concepts; gather, organize and analyze information; develop and maintain effective working relationships with co-workers, vendors and user departments; communicate effectively in oral and written formats; organize the work of self and others; respond effectively under pressure; design and develop complex, system-wide office automation and support with minimum direction; develop and communicate procedures for the implementation of complex hardware and software; and assign work and provide leadership to other technical support personnel.

Additional Qualifications: Employment in this class requires successful completion of a criminal background investigation, and may require weekend or off-hours work. Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment. Performing the essential functions of the class may require incumbents to work in cramped or awkward spaces and positions, and lift objects weighing up to 50 pounds.

For work related issues, the incumbent may need to travel throughout the County regardless of the assigned location.



Supplemental Information

Selection Process

  1. Review Application to determine applicants that meet the employment standards.
  2. Supplemental Questionnaire Ranking: Applicants who meet the employment standard will have their responses to the supplemental questionnaires evaluated and scored.  Candidates' final score and rank on the eligibility list will be determined by the scored supplemental questions. This process may be eliminated if there are fewer than 11 qualified candidates.

Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list. Completion of a 12-month probationary period is required. 

Conditional Job Offer: Once a conditional offer of employment has been made, candidate will be required to successfully complete a background check, which includes a conviction history check and Live Scan fingerprinting.
