Job Summary

The Deputy Director of Occupational Health and Safety is a senior management position and will assist the Director of Occupational Safety in developing, implementing, and monitoring the MBTA's Occupational Health and Safety (OHS) programs, policies, and procedures to comply with Federal and State regulations and conform with industry best practices.

Duties & Responsibilities

  • Assist, support, and take direction from the Director of Occupational Safety in carrying out MBTA's goals for employee health and safety.
  • Manage and oversee OHS and workplace safety programs across the organization.
  • Provide effective direction, supervision, leadership, project management, and oversight to a team of MBTA employees, consultants, and contractors working to develop, implement, and monitor multiple workplace safety programs simultaneously on an accelerated timeline.
  • Oversee and direct investigations of occupational injuries, illnesses, incidents, and near-miss events; and prepare and submit required reports and correspondence to Mass Department of Labor Standards (DLS) and other applicable regulatory agencies.
  • Manage the MBTA's OHS data program activities, including the ongoing compilation, analysis, verification, presentation, and reporting of sensitive safety data related to employee injuries, incidents, near misses, workplace hazards, and other OHS events.
  • Manage the facility inspection program and track resulting in recommendations, safety improvements, and corrective actions.
  • Monitor organizational compliance with Federal, State, and local regulations, as well as MBTA policies, procedures, programs, and industry best practices related to OHS.
  • Represent MBTA Safety on a variety of interdepartmental boards, committees, and working groups.
  • Prepare specialized reports, including Hazard Assessments, System Safety Assessments, and Root Cause Analyses, to identify direct or contributing factors and recommend mitigations and corrective actions.
  • Assist with directing and coordinating with all Authority departments to ensure that all safety-related activities conducted by departments are performed in accordance with the MBTA OHS Safety Plan, and other program documents, and in compliance with applicable codes and regulations.
  • Support the Chief Safety Officer, Chief of Operational Safety, Director of Occupational Safety, and the entire MBTA Safety Division. 
  • Prepare and present staff reports and other necessary correspondence.
  • Assist in the recruitment, training, discipline, and promotion of MBTA Safety personnel.
  • Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week.
  • Participate in the department's budget committee to develop, administer, maintain, and oversee the department's annual budget; make recommendations and forecasts for future funds needed for staffing, equipment, materials, and services; reviews and approve division expenditures and implements adjustments.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority's customer service quality standard.
  • Uphold the rights and interest of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Occupational Health and Safety, Industrial Hygiene, Physical Sciences, Engineering, or related field.
  • Five (5) years of experience in leading, managing, developing, implementing, and/or monitoring occupational health and safety, transportation safety, or system safety engineering programs. 
  • Two (2) years leadership, supervisory, and/or management experience. 
  • Demonstrated working knowledge/understanding of 29 CFR Part 1910 (General Industry) and/or 29 CFR Part 1926 (Construction Industry) OSHA regulations.
  • Ability to complete OSHA Safety training including but not limited to OSHA 30 for General Industry within the first year of employment.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within the first month of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Completed courses offered on websites hosted by MassDOT, FEMA, and TSI.  
  • Ability to perform all tasks safely with proper PPE. Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, and the general public, and critical infrastructure.
  • Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills. 
  • The ability to effectively communicate with regulatory agencies, community organizations.
  • Ability to use Microsoft Word, Access, Excel, Outlook, PowerPoint, and database applications.
  • Ability to handle sensitive and confidential information in an appropriate manner.
  • Excellent customer service, conflict resolution, negotiation, communication, speaking and writing skills.
  • A valid driver's license.
  • Ability to work any and all shifts and/or locations as assigned or directed; be available to work twenty-four (24) hours per day, seven (7) days per week.
  • Ability to supervise and work effectively with a diverse workforce. 

Substitutions Include

  • A High School Diploma or GED with an additional twelve (12) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An Associate Degree from an accredited institution, an additional eight (8) years of directly related experience substitutes for the Bachelor's Degree requirement. 
  • A Master's degree in a related subject substitutes for three (3) years of general experience. 
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.   


Preferred Experience and Skills

  • Five (5) years of demonstrated project management and/or contract oversight experience.
  • Master's degree from an accredited institution in Occupational Health and Safety, Industrial Hygiene, Physical Sciences, Engineering, Public Administration, Management, or related field.
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), OSHA Outreach Trainer, Project Management Professional (PMP) or equivalent safety-related certification.
  • Three (3) years of experience in the transportation field with a concentration in occupational health and safety program implementation or oversight.
  • Working knowledge/understanding of 49 CFR Part 659/674 (FTA State Safety Oversight Program), 49 CFR Parts 200-299 (FRA Regulations), and/or 454 CMR 25 (DLS Regulations).
  • Expertise in OSHA standards and/or certification in the areas of general industry (29 CFR 1910) and/or construction (29 CFR 1926).
  • Relevant safety training courses such as those provided by the Transportation Safety Institute or equivalent.
  • Possession of Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) Certificate.
  • Experience in the transit industry with commuter, heavy rail, light rail, and/or bus systems.
  • Experience with transportation equipment, such as vehicles, track, structures, facilitates, power, signals, communication, and control systems.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
