SUMMARYThe Apprenticeship Specialist provides leadership to employers, schools, and ODCTE staff for the purpose of growing the number of quality United States Department of Labor Registered Apprenticeships (USDOL RAPs), Oklahoma CareerTech Apprenticeships, and employer engagement in Work-Based-Learning (WBL) in Oklahoma. The specialist will be the subject matter expert in all things apprenticeship in Oklahoma and will provide leadership for small and large-scale workforce development initiatives where apprenticeships and WBL are viable strategies.

Position contingent upon federal grant funding. Requires extensive travel and overnight stays. Position will office in a local technology center, workforce development agency, or ODCTE.

EDUCATION AND EXPERIENCE:
REQUIRED:

  • Minimum of two years’ work experience in a workforce development or career and technical education setting or work-based learning environment
  • Bachelor's degree in a related field from an accredited college/university or equivalent combination of education and experience is required
  • Relevance of education and experience relating to position’s job duties will be validated and considered in the selection process

PREFERRED:

  • Professional experience working with businesses, developing new programs, or leading large-scale initiatives required.
  • Experience with federal grants
  • Experience with apprenticeship design, application, and follow-up
  • Knowledge of career and technology education or public-school experience

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serve as a subject matter expert and provide customer service for USDOL RAP sponsorship, application process, curricula and standards development, implementation, reporting requirements, and follow-up for employers, schools, apprentices, and ODCTE.
  • Advocates for apprenticeships and the entire spectrum of WBL engagement opportunities for all stakeholders.
  • Enhances visibility of WBL and apprenticeships by participating in public relations activities, attending relevant meetings, speaking to various workforce development and community groups, and talking to legislators.
  • Ensures that all documentation and reporting requirements are met in a timely fashion.
  • Recruits’ employers on a regular basis to sponsor apprenticeships or hire apprentices.
  • Plans and implements apprenticeship statewide events.
  • Participates as an accreditation reviewer for ODCTE to ensure policy compliance at schools as it pertains to apprenticeships.
  • Performs other duties as assigned.

SALARY/BENEFITS: $56,985.95 - $63,421.34 commensurate with education or experience.

  • The state provides a benefit allowance to help you pay for insurance premiums which include health, dental, life and disability insurance.
  • The amount of your allowance, $9000-$20000, is determined based upon the dependents you choose to include in health coverage.

Total salary and benefits package valued at $71,991.72 - $78,911.50.

MANAGEMENT RESPONSIBILITY:   None

COMMUNICATION SKILLS: Ability to read, analyze, and interpret legislation, financial reports, and legal documents as necessary; ability to document, organize and secure detailed information from federal, state and local sources.  Ability to work with various stakeholders in educational, government, and business environment; respond to inquiries or complaints from customers, regulatory agencies, or members of the community; ability to write reports and business correspondence; ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:  Ability to apply moderately complex mathematical calculations.

REASONING SKILLS: Ability to define problems and draw valid conclusions. Ability to interpret legislation and rules and regulations.

LICENSES, CERTIFICATES, REGISTRATIONS: Requires valid driver’s license

PHYSICAL DEMANDS:  Ability to lift up to 25 pounds with or without reasonable accommodation.

WORK ENVIRONMENT: Requires extensive travel and overnight stays. Position will office in a local technology center, workforce development agency, or ODCTE.
