Job Description

PURPOSE SUMMARY.  Under the direct supervision of the Controller, analyze financial data and reporting, general ledger accounts and maintain and control complex fiscal accounting for various funds and accounts using governmental accounting for state and local government.  Assist with preparation of financial reporting and annual audit process.  Perform lead worker responsibilities.

ESSENTIAL DUTIES.  

1. Assist with General Ledger Accounting.

  • Review, monitor, and analyze a variety of financial transactions to ensure that proper funds/cost centers/accounts are charged, and expenditures/revenues are recorded accurately and in a time manner.

  • Examine recorded transactions for completeness, accuracy, and conformance with proper accounting, financial procedures, and regulations.

  • Assist in the design and development of new or improved accounting practices.

  • Assist the department with monitoring of internal controls and ensure proper posting and compliance with financial procedures and proper accounting.

  • Perform a variety of complex accounting duties including general ledger, fixed assets, accounts receivable and grant accounting.

  • Facilitate monthly period closing.

2. Assist with Bond Accounting/Payments.

  • Record the accounting entries pertaining to the issuance of bonds such as but not limited to General Obligation (GO) bonds, Revenue bonds, and Special Assessment bonds.

  • Prepare financial reports (continuing disclosures) that consist of certain information about the municipal bonds on an ongoing basis per U.S. Securities and Exchange Commission Rule.

  • Monitor Debt Service Funds and adjust balances to account for principal payments made on bonds.

3. Assist with the preparation of audited Financial Statements and audit requests.

  • Prepare and complete a final review for auditors’ requests.

  • Collaborate and respond to auditors’ requests for information; answer accounting and financial questions related to preparation of financial statements.

  • Prepare schedules and accounting journal entries for annual financial statements.

  • Serve as a resource for departments and staff to ensure compliance with established rules, policies and procedures related to proper and effective accounting compliance.

  • Prepare/review management discussion and analysis of annual financial statements.

  • Prepare/review monthly financial statements.

4. Perform research and reports for special projects.

  • Provide advice and technical assistance and respond to requests for information from County staff; answer financial questions related to accounting.

  • Assist in preparation of internal financial reports.

  • Analyze and review complex financial statements, reports and contracts.

  • Responsible for the accurate and timely preparation and submission of all required reports to outside entities.

  • Provide assistance to other government agencies and the public within scope of authority.

5. Assist with reviews of journal entries performed by other employees.

  • Works under the Controller, responsible for submission and accuracy of work performed by Grant Accountants.

  • Meet with staff under the supervision of the Controller to review work in progress, discuss and resolve administrative workload and technical issues, and to prioritize and assign tasks and projects; evaluate and analyze functions, resources, processes and procedures to identify issues and recommend changes for improvement; interpret applicable rules and regulations to provide guidance in developing, implementing, and administering polices and procedures.

  • Provide training and employee development.

6. Perform reconciliations and prepare financial reports.

  • Prepare a number of internal financial reports.

  • Analyze and review complex statements and reports.

  • Prepare and review journal entries, journal vouchers, reconciliations, accounting adjustments and schedules.

  • Verifies proper account codes.

ADDITIONAL DUTIES.  Other duties may be assigned.

QUALIFICATIONS.

A.  Education.  Bachelor's Degree in Accounting, Finance, or Business Administration.  Master of Accountancy or MBA is preferred.

B.  Experience.  A minimum of six (6) years of increasingly responsible accounting work experience. Experience in governmental   accounting with state and local government is preferred.    

C.  Education/Experience substitution. N/A

D.  Licenses/Certifications.  Valid driver’s license.  Must maintain a satisfactory driving record in accordance with County policy.  Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Management Accountant (CMA) is preferred. 

E.  Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass a background, credit and driver’s license record check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of: Governmental Accounting Standards Board (GASB) statements; local government and State Department of Finance and Administration financial procurement procedures; state and local governmental accounting; laws and administrative polices governing financial operations of the County; generally accepted accounting principles; advanced computer operations including word processing and spreadsheet methods to maintain accurate records; methods to identify complex problems and review related information to develop and evaluate options and implement solutions.

Skilled in: Analyze and evaluate information accurately and expressing ideas clearly; handle sensitive and confidential matters; use initiative and independent judgement while recognizing when it is appropriate to refer matters to management; establish and maintain effective and cooperative working relationships with others; read, write and mathematical calculations at a technical level.  Problem solving techniques; proficient in use of personal computers specifically word processing, spreadsheets, graphics, scheduling, and financial analysis.

Ability to: Consider the relative costs and benefits of potential actions to choose the most appropriate one; use independent judgement when related to core functions while at the same time recognize when it is necessary to refer matters to the supervisor’s attention; organize and prioritize numerous tasks to meet deadlines; effectively present information at an advanced level and respond to questions form general public and staff, which must be conducted in a courteous and respectful manner at all times; read and interpret reports, regulations, invoices, and other correspondence between state and federal agencies and the County.
